The Research Into Present Status, Challenges And Counte Rmeasure Of Suzhou New Community Governance

The 18 th National Congress of Communist Party of China set forth that the integration of urban and rural development is the fundamental way to solve issues related to agriculture, rural areas and farmers. Along with the further promotion of the development of new type of urbanization, new community, as the combination point to balance urban and rural development, the starting point of new urbanization and the important platform for the development of rural areas into urban areas, emerges as the time requires. In the process of integration of urban and rural development, the new type of urbanization is a powerful engine while the new community is the power driving the engine. The Third Plenary Session of the Party’s Sixteenth National Central Committee put forward the requirement to “carry out the development of community in urban areas in a comprehensive manner, actively promote the development of community in rural areas and improve the system for the management of and service for new-type community, with a view to build the community into a well-managed social life community featuring perfect service, civility and peace”. The Third Plenary Session of the Party’s Eighteenth Central Committee set the goal for the administration of the new-type community by proposing “promoting the modernization of national administration system and ability and exploring and balancing the development of urban and rural communities, so as to encourage self-management, self-service, self education and self supervision of the masses in accordance with the law in the administration of urban and rural communities.As the pilot city in the national and provincial reform and development of Urban-Rural Integration, Suzhou started early and developed fast in the administration of the new-type community with various administration patterns in this regard. Also, in the course of practice, Suzhou has accumulated a lot of Suzhou experience with distinctgeographic characteristics that came from the grassroots work. Suzhou’s new-type community, also known as the transitional community, resettlement community or farmers concentrated residential community, was an innovation of Suzhou driven by the“two engines” of deepening the reform of integration of the development of urban and rural areas and pressing ahead the development of new-type urbanization, based on the principal of lifting the development level of new socialist countryside and according to the requirement of taking the lead in building a well-off society in all round, taking the first in realizing modernization and fulfilling the Suzhou Chapter of China Dream.Suzhou’s new-type community is a form of unified communities planned and constructed by the government, with the characteristics of both urban and rural areas.The communities are the units constitute the urban and rural society, the epitome of practice and the cells of administration. The new-type community keeps the essence traditional rural communities, and absorbed the modern elements of urban community.But due to lack of referential and successful experience and lack of mature theory to follow, the new community is also facing many challenges in the process of administration, need to further improve and perfect.Due to its obvious transitional feature, complexity, the special structure of population and development status, Suzhou’s new-type community is quite different from that is in the view of T?nnies. There is vast distinction between the administration of Suzhou’s new-type community and self-administration of villagers or administration of urban community. It is a systematic program carried out in the particular region of Suzhou and organized by the government and community with the participation of residents in the community. From the perspective of the government, demolition and construction will gather social wealth brought about by land intensification. From the perspective of the community organizer, through management and service, they will hear the calls from the society brought about by service equalization. From the perspective of the community residents, through production and living, they will be able to observe the social phenomena brought about by citizenization of farmers.And those are profoundly affecting the micro structure and macro environment of Suzhou’s urban and rural economic and social development.Therefore, this article will, based on previous studies, define the related concepts,such as community administration. Then the article, by taking Suzhou as a special area for study with the three main bodies of government, social organizations and community residents as study objects, combining theories and the reality and using the analyzing method of dissecting the sparrow, summarizes experience, explores the pressure, analyzes the cause and searches for countermeasures, thus laying a solid foundation for social administration while promoting the transformation of new-type community into modernized urban community, lifting the development level of Urban-Rural Integration and the development standard of new urbanization,In new period of "suzhou practice" sealed "strong rich beauty high" the Chinese dream of suzhou discourse of reality.
