| The reasonable setting of administrative division is of great significance to the development of urban areas and the high quality development of agriculture. As a relatively comprehensive scale restructuring process, administrative zoning adjustment makes cities better adapt to the requirements of economic and social development,so this policy may exist for a long time in the future.Previous studies paid more attention to the impact of administrative division adjustment on urban economic development, but few studies paid attention to the impact of administrative division adjustment on agricultural high-quality development. However,in fact, the effect between the implementation of administrative division adjustment and agricultural high-quality development is not clear,so it needs to be verified to provide some basis for the implementation of this policy.Based on the panel data of 41 cities in the Yangtze River Delta region from 2005 to 2020,this thesis takes the change of administrative division in the Yangtze River Delta region as the natural experiment, and uses the method of differential and differential differences to investigate the impact of administrative division adjustment on the high-quality development of agriculture. The empirical results show that the adjustment of administrative division slows down the level of agricultural high quality development, and the agricultural high quality development has a certain tendency to be inhibited after the policy. This thesis conducts a detailed robustness test from three aspects: parallel trend test, placebo test and impact time of policy change, and finds that the empirical results are all very stable. After considering the sample size of cities, this study found that the policy has a stronger negative impact on the high-quality development of ordinary urban agriculture than that of big cities. After considering the heterogeneity of administrative division adjustment,it was found that "setting up districts by withdrawing counties" was the main policy leading to negative effects."Setting up cities by withdrawing counties","setting up districts by withdrawing cities" and "reorganizing boundaries" had no obvious negative inhibitory effect on high-quality agricultural development. |
