Research On The Influencing Factors And Countermeasures Of Public Security Policy Implementation Deviation

The public security department plays an essential role in the national security.From the perspective of public security policy,Public security is basically composed of two aspects,the public security policy making and its implementation.If the decision making process is scientific and reasonable,the implementation part becomes a key link.It is obvious that the achievement of public security goals and the realization and promotion of public security interests depend not only on scientific and reasonable public security policy making process,but also on active and effective implementation of the public security policy by enforcement body.From the perspective of the public security policy system,County-level public security organs are at the terminal of public security policy implementation,carrying out a large number of specific public security policy implementation missions.It plays a key role in maintaining public security governance at the grassroots level.As the ancients said,if the county is well governed,the world will be peaceful.However,there are often multiple deviations in the implementation of public security policies of the county-level public security organs,which harm public security interests and the people's interest at the same time.At the same time,this can also damage the public trust of the public security organs and even the government's ruling legitimacy.By analyzing the implementation deviation of public security policy of county-level public security organs,this paper wishes to reduce the deviation in the implementation of public security policy and continuously improve the quality and efficiency of public security policy implementation.The specific details are as follows:First,the paper summarizes the core concepts and theories of public security policy implementation.The theoretical basis of the research bases on principal-agent theory,"economic man" hypothesis theory and public goods production theory.The paper applies these theories to the actual implementation of public security policy to analyze and solve problems.Secondly,the paper takes a probe into the implementation mechanism of public security policies of county-level public security organs.According to the "economic man" hypothesis theory,the rational economic man is characterized by maximizing utility under constraints.According to this,the county-level public security organs and their police officers,the executive body of the public security policy,are regarded as rational economic people.The paper analyzes various behavioral choice patterns that may be induced by various types of utility to explore the possible behaviors and deviations in the implementation of public security policy.Thirdly,based on the above mechanism,the paper concludes the influencing factors of the implementation bias of the public security policy of the county-level public security organs.From the three aspects of the willingness and ability of the public security policy executives and the implementation resources of the public security policy,the influencing factors of the implementation bias of the public security policy are separately explained.Finally,based on the explanation of the influencing factors of the implementation of public security policy in county-level public security organs,the paper puts forward various countermeasures to correct the deviation of public security policy implementation.It is expected to improve the implementation level and quality of public security policies,thereby enhancing the public security interests of our society and improving the development order of grassroots society in China.
