Application And Regulation Of Artificial Intelligence In Public Security Administrative Law Enforcement

With the rapid development of global informatization,big data has become an important basic strategic resource for every country.Since the implementation of the public security big data strategy,local public security organs have made great achievements in the process of applying artificial intelligence and integrating police work.However,due to the inherent technical reflexivity of artificial intelligence itself,risks such as lack of norms,data leakage,unclear responsibility,abuse of power and information barriers are also generated in the actual public security work.This paper starts from the application and regulation of artificial intelligence in public security administrative law enforcement,combines with relevant theories of administrative law,and uses research methods such as case analysis,literature research,field investigation and comparative analysis to explore the problems existing in the practical application of artificial intelligence in public security administrative law enforcement.In order to explore a more effective path for the development of artificial intelligence technology in the administrative law enforcement work of public security,the article logic is as follows:Starting from the basic concept of artificial intelligence and public security administrative law enforcement,this paper expounds the concept and connotation of artificial intelligence and public security administrative law enforcement.At the same time,it lists the specific application of artificial intelligence in public security administrative law enforcement,including strengthening the application of artificial intelligence in administrative enforcement through the construction of law enforcement intelligent linkage mode and the unified information platform of compulsory execution.Through the establishment of process case information analysis system and related case punishment result comparison model to strengthen the application in administrative punishment,through the establishment of automatic administrative license platform and administrative license intelligent supervision system to strengthen the application in administrative license.Secondly,risk analysis.This paper divides the risks of artificial intelligence in public security administrative law enforcement into system risks and technical risks.Specifically,at the system level,there are risks such as lack of norms,improper procedures,unclear responsibility and abuse of power.At the technical level,there are risks such as data leakage,judgment bias,information barrier and algorithm alienation.In the face of the risks and challenges brought by the application of artificial intelligence technology in the field of public security law enforcement,we should strengthen the prevention and restraint of artificial intelligence technology,so that it can better play its advantages.Finally,optimization path.Due to the limitations of artificial intelligence technology itself,many risks are generated in the process of practical application.Therefore,the corresponding optimization path is proposed based on the system and technology.At the system level,we should strengthen the system mode of standardized operation,including perfecting the legislative basis and realizing the legal basis.Updating enforcement procedures to avoid vacant procedures;Clarify the scope of responsibility,determine the principle of liability and strengthen the supervision mechanism to prevent the abuse of power.At the technical level,the technical constraints of standardized management should be strengthened,including strengthening data protection and protecting citizens’ rights and interests.Optimize algorithm technology to ensure justice in law enforcement;Break through the information barrier,promote the sharing of resources and limit the scope of application,and form the corresponding optimization path of people-oriented administration.
