| The changes in the world landscape and the development of globalization after the Cold War have driven the gradual updating of the security perspective in international political research.The many issues and challenges posed by non-traditional security threats have prompted security research to focus on "human security".In 1994,the United Nations Development Programme proposed the concept of "human security",believing that "human security" is "freedom from fear and want",which specifically includes seven categories of economic,food,health,environment,individual,community,and political security.Since then,"human security" has been the focus of the international community as a new security concept and basic goal of human development.Japan has responded positively to the concept of "human security" by establishing a Human Security Fund funded by the United Nations to provide assistance to developing countries.In actions such as promoting the establishment of the Human Security Committee and convening international forums of "Friends of Human Security," Japan has continuously promoted the new concept of "human security" to the international community.At the same time,Japan has taken "human security" as one of the pillars of its foreign policy,applying the concept of "human security" to official development assistance,conducting "human security" assistance practices and achieving positive results.Japan has taken the lead in implementing "human security" assistance in Southeast Asia,which has always received the largest share of Japan’s foreign assistance,especially under the influence of the financial crisis,where the "human security" situation is even more severe.Japan has used diverse methods to provide assistance to Southeast Asian countries,achieving many results,and realizing Japan’s demands for interests in the Southeast Asian region.This article will be divided into four parts to discuss: The first chapter combs the background and development stage of Japan’s "human security" assistance.The second chapter is outlines the content and methods of Japan’s assistance to "human security" in Southeast Asia.The third chapter analyzes the motivation of Japan’s assistance to Southeast Asian countries for "human security".Chapter 4 explores the effectiveness of Japan’s assistance to "human security" in Southeast Asia and its impact on the recipient regions,Japan itself,and the international community.The practice of Japan’s "human security" assistance has made certain contributions to the development of people’s livelihood in Southeast Asia and the "human security" well-being of the international community.However,foreign assistance ultimately serves the national interests and can bring more benefits to Japan in Southeast Asia and even the international community. |
