With the accelerating process of globalization after the Cold War, the concept of“security” has extended its denotation in the international community. In 1994,the United Nations Development Programme proposed a “Human Security” notion in human development report, which referred to the “freedom from fear” and “freedom from want”, and it contained seven categories: Economic security, Food security,Health security,Environmental security,Personal security, Community security,Political security.Japan has paid high attention to human security and also responded positively in foreign policies and actions. Under this circumstance, Japanese government put primacy on the concept of human security, modified Official Development Assistance for several times, funded the United Nations Trust Fund for Human Security,contributed to Commission on Human Security, extended the Grant Assistance for Grassroots Human Security Project, as well as organized an informal forum of Friends of Human Security. As a human security project with the longest history in Japan, the United Nations Trust Fund for Human Security holds a representative position in Japanese human security polity. It assists people in Africa, Asia-Pacific region, Eastern Europe, Central Asia and deals with poverty, medical care, conflicts and refugees.Japan has always been the most devote and stable supporter for human security agenda. The concept of human security is the main stream and central platform in international relations and international development assistance of Japan. The message of human security and Japan International Cooperation Agency can be founded easily in the homepage of Japanese Foreign Ministry. As for the reason, after the cold war, Japan has piggybacked tight on powerful countries and integrated into the new world order and also enjoyed a rapid growth in economy. In this case, Japan is eagerly seeking the dignity of a normal country and a political power, in order to enhance the capability to develop economy and participate in world political affairs.Therefore, Japan government formulates its foreign policy based on the concept ofhuman security and domestic comprehensive security, and takes the human security assistance as multilateral diplomatic means, also devotes to relevant global problems and promotes the international institutions. By this way, Japan could not only positive responds to the appeal from the United Nations about human security project, but also promotes native human security policies and conducts security dialogue and upgrades their international influence.
