| The continuous deterioration of the global climate and environment will hinder the stable and rapid development of the world economy,and the potential losses caused by climate change will also increase significantly in the future.Greenhouse gas emissions,mainly carbon dioxide,are the main cause of climate change.Therefore,a major aspect of climate governance is to reduce carbon dioxide emissions.To achieve sustainable economic and social development in various countries while controlling and regulating the global climate,it is necessary to coordinate the use of various policy tools,promote energy conservation and structural low-carbon,achieve a win-win situation of emission reduction and development,and make action to address climate change a new opportunity and growth point for promoting economic development.The international response to climate change should not only promote the global increase in emissions reduction efforts,but also promote countries to embark on a sustainable and stable development path characterized by low-carbon,and promote mutual benefit and win-win outcomes among countries,in terms of relevant institutional construction and emission reduction cooperation among countries.Due to its unique geographical location and backward economic development level,the ASEAN region appears more vulnerable to the challenges brought by climate change and cannot withstand the adverse effects of the external environment.The limitations of new energy technologies,energy efficiency improvement technologies,and energy consumption reduction technologies make it relatively difficult to promote ASEAN’s emission reduction work.The signing of the Paris Agreement marks the beginning of a closer partnership between China and ASEAN countries.They are committed to upholding their own justice and independently participate in the process of addressing climate change,proposing their own emission reduction contribution goals,thus laying a solid foundation for climate change cooperation between the two countries.There are many similarities between China and ASEAN countries in addressing climate change,and it is easy to reach consensus.In the future,we can strengthen dialogue,increase the voice of dialogue,and promote international cooperation in global climate change response.In establishing a community with a shared future between China and ASEAN,we can use it as a key entry point to elevate the momentum of cooperation to a height that transcends the interests of all countries.Attempt to engage in deeper cooperation on the elements of mitigation,adaptation,and support identified in national independent contributions,in order to further reduce the cost of addressing climate change issues and safeguard national interests.China is a rapidly advancing developing country that has been committed to promoting green development and actively promoting sustainable development with countries around the world.It has conducted more ecological and environmental cooperation with countries around the world and made its own efforts to address global climate change.The collaboration on carbon emission trading will provide a good platform for strengthening infrastructure construction and reducing economic and trade frictions between regions.On this basis,we will actively promote carbon market connectivity among countries,and build a global climate management system that is fair,just,reasonable,efficient,collaborative,and win-win.In the past 10 years,the establishment of the China ASEAN Free Trade Area has significantly reduced the level of tariffs within the region.At the same time,the trade volume within the region has continued to grow,and the effect of regionalization trade is becoming increasingly apparent.After the construction of version 3.0 of the China ASEAN Free Trade Area,the carbon market between China and ASEAN will rapidly develop.The establishment of the China ASEAN Free Trade Area will become an important force in promoting international greenhouse gas emissions reduction in regional connectivity.Given the regional differences in greenhouse gas emissions reduction between China and ASEAN countries,the existing international multilateral climate regimes are no longer able to meet the needs of regional development,and it is urgent to establish a legal system for carbon emission trading in the China ASEAN Free Trade Area.This study will systematically review agreements such as the United Nations Convention on Climate Change,Kyoto Protocol,and Paris Agreement,and draw on relevant regulations of the EU carbon trading market to construct a legal system for regional carbon emission trading that is suitable for the national conditions of China and ASEAN countries.This paper takes the China ASEAN Free Trade Area as an example,and combines the current status of carbon emissions trading between China and major ASEAN countries to conduct a comprehensive study of their market and policy conditions.On this basis,a comprehensive understanding and mastery of the legal issues in international carbon emission trading will be conducted,and an attempt will be made to establish a regional carbon emission trading legal system that is consistent with international development trends and has strong operability,relying on the "China ASEAN Community of Shared Future" initiative.This project aims to explore a new development path for countries in the China ASEAN Free Trade Area to address climate change,alleviate regional carbon reduction pressures,and promote low-carbon economic development in the region.Based on the concept of a "community with a shared future" in the China ASEAN Free Trade Area and the practical foundation of China ASEAN Free Trade Area cooperation,this study will attempt to establish a legal system for a regional carbon emission trading market that is in line with international standards and has strong operability.This study will provide new ideas and approaches for member countries of the China ASEAN Free Trade Area to address climate change,alleviate regional carbon reduction pressures,and promote regional low-carbon economic development. |
