| Implementing the rural revitalization strategy is a major decision and plan made at the 19 th CPC National Congress.It is a major historical task in achieving a decisive victory in completing the building of a moderately prosperous society in all respects and a modern socialist country in all respects.It is also the main focus of the work concerning agriculture,rural areas and farmers in the new era.In 2022,the Party once again stressed in the report of the 20 National Congress that to comprehensively promote rural revitalization and comprehensively build a modern socialist country,the most arduous and onerous task is still in the countryside,to speed up the construction of agricultural power,in-depth implementation of seed industry revitalization action,strengthen agricultural science and technology and equipment support,develop rural characteristic industries,and expand the channels for farmers to increase income and get rich.In 2023,the No.1 document of the CPC Central Committee and The State Council,Opinions on the Key Work of Comprehensively Promoting Rural Revitalization in 2023,pointed out that it is necessary to make unremitting efforts to solve the problems of "agriculture,rural areas and farmers" as the top priority in the work of the whole Party,to comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas.Based on the national conditions of agriculture and reflecting Chinese characteristics,we should build an agricultural country with strong supply guarantees,strong scientific and technological equipment,strong management system,strong industrial resilience and strong competitiveness.Agricultural modernization policy is an effective way for governments at all levels to promote the implementation and refinement of specific policies according to their own agricultural basic characteristics and current situation under the unified deployment of relevant documents of the central government,so as to achieve the goal of rural revitalization.Taking H County as an example,this paper discusses and analyzes the specific measures of agricultural modernization policy implementation in this county under the background of rural revitalization.Through the research methods of data analysis,case study and field investigation,this paper takes Smith’s theoretical model of policy implementation and incentive theory as the theoretical basis.The problems existing in the implementation of the policy of promoting agricultural modernization in H County were deeply analyzed and studied.In the survey,it is found that the implementation of agricultural modernization policy in H County has achieved certain results up to now,but there are also some problems.Combining with Smith’s theoretical model of policy implementation and incentive theory,from the perspective of all participants in the implementation of agricultural modernization policy,the reasons are analyzed on the basis of finding problems.In addition,some optimization countermeasures are proposed to improve the efficiency of agricultural modernization policy implementation at the county level,so as to further improve the quality and effectiveness of agricultural modernization policy implementation in H county under the background of rural revitalization.Through the discovery,discussion and analysis of H county to promote the implementation of agricultural modernization policy,the extension of exploring a more perfect agricultural modernization policy implementation mode for our grass-roots government,for the grass-roots government public policy implementation faced with the common problems and reasons for the optimization of countermeasures and suggestions,in order to better promote the implementation of our agricultural modernization policy quality,The means of scientific and technological progress should be better applied in agriculture and rural areas,and suggestions for further improvement were put forward to provide reference for the effective implementation of the comprehensive rural revitalization strategy and the economic upgrading of rural development with new look and new strategies in the new era. |
