A Study On The Predicament Of The First Secretary In The Village Embedded In Rural Social Governance

Since the implementation of the policy of the First Secretary in Village in 2015,embedded governance,as a new national governance model,has been put into practice all over the country and achieved great results.But at the same time,as a kind of official national power,the first secretary in the village will inevitably encounter some practical difficulties in the rural governance field.Based on embedded theory and governance theory,this paper analyzes the process of the first secretary in villages embedded in rural social governance under the background of targeted poverty alleviation through four dimensions of system embedding,personnel embedding,relationship embedding and resource embedding.Through the analysis,it is found that in the system,the multi-party supervision and excessive inspection dispersed the energy of the first secretary in the village.In the main body,the abilities of the first village secretaries stationed in the villages are high or low.Some of the first village secretaries are difficult to open the situation in the face of complex rural work.In terms of relationship,the first secretary lacks the endogenous foundation of the village,and some of the first secretaries stationed in the village cannot fully integrate into the village.In terms of resources,the resources obtained by the first secretary in different villages are obviously different.In reality,these difficulties greatly affected the embedded governance effect of the first secretary in the village.Through the investigation and investigation of C County in Guizhou Province,this paper finds that the causes of these difficulties are not accidental.(1)In terms of the system,the difficulty of principal-agent leads to the burden of the first secretary in the village;(2)In terms of the main body,as the first secretary in the village has been working in the public sector,he has formed rational and standardized thinking and working habits.After entering the village,some of the first secretary in the village find it difficult to empathetic with the villagers and understand their needs;(3)In terms of relations,the intervention of exogenous forces will inevitably be rejected by endogenous forces.As an external force,the first secretary in the village has no innate village foundation,so it is difficult for him to gain the trust of the village.(4)In terms of resources,the first village secretaries cover three levels: province,city(prefecture)and county.The different rank sequences lead to certain differences in the resources obtained by the first village secretaries.So for the difficulties existing in the current residency,first secretary of the embedded governance will,first of all,to put an end to long leadership and assessment on the system,secondly,on the selected staff should be more precise,again is to strengthen policy propaganda in the countryside,promote a harmonious relationship with the village cadres,first secretary,finally to improve the financing guarantee system,improve the effect of embedded governance.
