Research On The Embedded Governance Of "First Secretary" In The Perspective Of National Governance Modernization

The national governance system and the modernization of governance ability is the important contents of the national governance in contemporary China,It is also a major theoretical innovation.In the third Plenary Session of the 18 th CPC Central Committee,it clearly put forward: "improve and develop the socialist system with Chinese characteristics,and promote national governance system and the modernization of governance capacity".Social governance at the grass-roots level is an important part of China's national governance modernization and the foundation of national governance.In order to build a comprehensive well-off society,complete the historical task of poverty alleviation in the backward rural areas and promote the effective governance of the rural society.In the practice of exploring the modernization of the state governance,the Part puts forward the selection of the "First Secretary" resident system.by the use of external forces and the injection of resources,the Part achieveeffective integration and governance for the majority of economic and cultural backwardness of rural society,leading to the formation of a the "First Secretary" embedded rural social governance.From the perspective of modernization of national governance,this paper tries to find the optimal path for embedded governance of the “First Secretary” through in-depth study of typical cases.Under the overall framework of national governance,in the relations between the state or government and societyrepresenting upper part of the political forces embedded in grass-roots societies,the "First Secretary" embedded rural social governance integrate various social resources and achieve effective governance of the state at the grass-roots level through this effective political method.There is an inherent consistency between the "First Secretary" embedded governance and the modernization of the national governance.There is a clear theoretical and logical relationship.Through the “First Secretary” embedded governance,it achieved the governance objectives of strengthening political leadership,strengthening grassroots organizations,promoting accurate poverty alleviation,and serving the people.Since the implementation of the “First Secretary” policy,all provinces and cities have combined the spirit of the central document and the local conditions to actively explore new approaches to village governance,develop new capabilities for rural governance,create new engines for rural development,and develop new patterns.Through strengthening the construction of grass-roots party organizations,the Party's ruling foundation has been consolidated;rural economic development has been promoted by integrating internal and external resources;public service progress has been promoted through the enhancement of public service construction;and transformation of rural governance has been promoted through cooperative governance.This article through the in-depth study of typical cases found that: "First Secretary" policy has some difficulties in the concrete practice,such as the loss of social relations,the inadequate role of the main body of governance and the limitations of the ability of the “First Secretary".The main reasons are the lack of relevant supporting policies,the constraints of traditional governance methods,the lack of support for rural governance resources and the challenges of vested interest groups.Based on the analysis of the practical dilemma of the "First Secretary" policy and its reasons,this paper proposes to clarify the subject of "First Secretary" embedded governance responsibilities,establish and improve the "First Secretary" of the embedded system of governance mechanisms,to promote "First Secretary" way such as embedded management informationization to optimize governance path of "First Secretary" embedded target.
