The problem of supporting the elderly brought by the aging population has become increasingly prominent.With the economic development and social progress,the supporting needs for the elderly have shown the diversified and multi-level directions.Compared with the traditional home-based pension,institutional pension can provide more comprehensive and detailed services for the elderly,basically covering all the needs of the elderly.The construction and development of Elderly Care Service institutions provides strong basic support and material guarantee for institutional elderly care,and is also an important part of improving the supplementary Elderly Care Service system.Unlike first-tier and second-tier cities with good economic benefits,long development time and complete resource allocation,Most third-tier and fourth-tier cities,such as X City,have problems such as population loss,accelerated aging process,immature development of old-age service industry,and limited resources of old-age service.Based on the above situation,Elderly Care Service institutions in third-and fourth-tier cities have great difficulties in meeting the actual needs of the elderly.Urban endowment service resources are limited,how to make good use of the limited endowment service resources,under the condition of reasonable allocation to meet the needs of the elderly pension is particularly critical.Taking X City as an example,this paper uses the literature research method,questionnaire survey and case study method to understand the actual needs of Elderly Care Service demand through the form of questionnaire survey.Combining with the interview survey of some Elderly Care Service institutions in X City,we have a basic understanding of the current development of Elderly Care Service institutions in X City.The study shows that there are problems such as difficult supervision,single type of institution,insufficient investment of social resources,different service charging standards,and uneven employees in the allocation of resources in X City elderly care service institutions.The reasons show that the resource allocation of X City pension service institutions is affected by regulation,market,personnel and environment.According to the existing problems and causes of X City pension service institutions,this paper provides strategy selection and optimization suggestions for the reasonable allocation of resources of urban pension service institutions.
