Study On Institutional Endowment Resource Allocationv In Shanghai From The Perspective Of Equity

Institutional endowment resources are a core factor to evaluate the development of nursing institutions for the aged and the equity of resources allocation is a necessary requirement to promote the development of institutional endowment.The aging of population in China is severer in the new era,facilitating the transformation of elderly nursing concept day by day;government,society and family have a strong demand for institutional endowment services.However,it has emerged a situation that unused beds and queuing in the nursing institutions occur at the same time.The diversified demands for institutional endowment can’t be satisfied,which brings it the new challenges.Therefore,to analyze the allocation of institutional endowment resources in Shanghai from the perspective of equity to explore the strategies to optimize resource allocation is of great practical significance for the high-quality development of institutional endowment model.With institutional endowment resources in Shanghai as the research object,the paper focuses on the equity issue for allocation of nursing institutions for the aged and puts forward suggestions on optimization for such allocation.Using both the theories of the social equity and the public goods,qualitative and quantitative methods are combined to complete in-depth research from five aspects.First,the paper defines and explains the related concepts and theories of institutional endowment resources allocation.Second,using theories of the social equity and the public goods,the necessity of being fair in resource allocation is analyzed to put forward the theoretical basis and the equity of institutional endowment resources allocation in Shanghai is analyzed from three dimensions,namely,rights’ equity,opportunities’ equity and rules’ equity.Third,official data like statistical yearbook are collected to explain the present situation of institutional endowment resources allocation in Shanghai,through which the equity issue of resource allocation can be revealed and the causes are analyzed.Forth,by selecting the quantifiable indexes from the Institutional endowment resources,measuring analysis is conducted on the overall equity and the equity between urban and suburban areas with Lorenz curve,Gini coefficient and Theil index.Finally,based on the above research,this paper puts forward countermeasures and suggestions on optimization for the allocation of institutional endowment resources in Shanghai from the perspective of equity.Research findings: From the perspective of equity,resources allocation of nursing institutions for the aged in Shanghai suggested some problems,such as regional imbalance in resource allocation,shortage of elderly care personnel,lack of equity in nursing staff’s distribution according to population and area,and uneven financial resources’ allocation.It’s concluded that the institutional endowment resources allocation in Shanghai needs to be optimized from the perspective of equity.In view of the existing problems,to optimize and improve the fairness and effectiveness of institutional endowment resources allocation,this paper puts forward related countermeasures and suggestions: optimizing the allocation planning of endowment resources,strengthening standardized construction,reducing the internal differences between urban and suburban areas,establishing scientific training system of human resources,and ensuring the positive cycle of reasonable allocation in institutional resources by multiple parties’ cooperation.
