In the process of national reform and development,civil servants,as the link of the superstructure and the lower foundation,bear the responsibility of command,decision-making,organization,coordination and service works of government departments.The way to use effective promotion incentives to guide the grass-roots civil servants for cultivate career is essential to improve the government image and public service efficiency.In recent years,China has implemented the civil servant post and rank parallel system in all organs below the county level,which opens up a “rank "promotion channel for the grass-roots civil servants apart from the “ position" promotion and promotes the fundamental change of Chinese cadres ' personnel management.As the rank promotion is a new concept,local governments encounter many practical problems in the process of exploration,for example the promotion cycle is longer,the performance appraisal system is imperfect,salary and rank is not really linked,supervision and management effort is insufficient,and so on.The reason is mainly due to the lack of a complete and scientific promotion mechanism for civil servants at the grass-roots level.It is of great significance as well as a new challenge for local governments to seize this favorable opportunity to combine with local reality and strengthen the research on grass-roots civil servants rank promotion mechanism for establishing a more just and fair,scientific and reasonable,practical and standardized grass-roots civil servant rank promotion mechanism,so as to fully stimulate civil servant initiatives,promote the construction of the civil servant team and improve the overall administrative efficiency of the government.Taking Jingjiang city as the research object,this paper combines theory and practice,analyzes and studies the practice of the civil servant rank promotion inJingjiang city.It finds out the existing problems and then puts forward countermeasures and suggestions,striving to promote the role of civil servant rank promotion incentives and accelerate the efficient operation of the grass-roots government and achieve the common development goal of public organizations and administrative individuals.
