Research On The Transformation Of Governance Path Of Villages In Cities Under The Background Of COVID-19 Epidemic

Grass roots governance is an important cornerstone of national governance.Promoting urban and rural Community Governance as a whole is the basic project to modernize the national governance system and governance capacity.As a special form of community,urban villages are also important units of grassroots governance.Their level of governance and governance capabilities directly affect the effectiveness of grassroots governance,and are also related to the modernization process of China’s governance system and governance capabilities.The COVID-19,which broke out in early 2020,has brought serious challenges to the governance of urban villages.This is an objective reality that we cannot avoid,but it also gives us the opportunity to think deeply about the governance of urban villages.Therefore,actively reflecting on the governance issues of urban villages,bravely exploring new paths for governance,and systematically summarizing governance experiences and inspirations should be topics worthy of our profound exploration.This article takes L Village in J City,Shanxi Province as an example.By using qualitative research methods and combining the basic theoretical connotations of social embedding theory and collaborative governance theory,it studies the transformation of L Village’s governance path from multiple dimensions and levels,and summarizes and analyzes the governance experience and inspiration it brings.Firstly,the article introduces the basic situation and normal governance path of L Village,describes the process of L Village’s communitization,and further highlights its differences from mature urban communities.Secondly,through in-depth research,we have found that there are many deficiencies and deficiencies in the normal governance path of L Village,with weak governance capabilities,which have made it face governance difficulties in the epidemic.Specifically,the main manifestations are the suspension of party building and poor community epidemic prevention effectiveness;Lack of diversified collaboration,making collective epidemic prevention extremely difficult;The community is unable to form a good epidemic prevention atmosphere;Four aspects include prominent issues in prevention and control management.The article systematically analyzes the governance difficulties faced by L Village,gaining insights into the formation process and reasons for these difficulties,and providing important insights for further thinking about the path of grassroots governance in China.Once again,in order to resolve the aforementioned difficulties,L Village actively transformed its governance thinking and constructed a new path of governance,mainly through multiple embeddings of party building to enhance the effectiveness of community epidemic prevention;Collaborative governance with multiple entities to achieve joint prevention and control;Improving the construction of community epidemic prevention and control measures to address governance shortcomings,improve governance effectiveness,and enhance governance capabilities.But at the same time,in subsequent research,we found that there are still some shortcomings that need to be improved in the new governance path of L Village.Therefore,the article also conducted in-depth research,summarized issues of general significance,and considered them as governance issues under non epidemic conditions.We also put forward targeted optimization suggestions,hoping to promote the governance work of L Village to go deeper and more practical.Finally,through this study,we found that L Village’s exploration and practice of new governance paths can bring many beneficial insights to grassroots governance in China,which is worth refining and summarizing.In addition,the article also carefully considers and discusses some measures in the new path of L village governance,hoping to provide some shallow opinions and suggestions for innovative research and practice of grassroots governance in China.In general,the occurrence of the COVID-19 epidemic is a "big test" for grass-roots governance in China,testing the governance level and capacity of communities.Through in-depth research on L Village,it is of great significance to establish a resilient Community Governance path that can achieve dynamic transformation in normal and emergency situations and has a high level of governance.Therefore,this study not only focuses on the epidemic period,but also attempts to explore the path of Community Governance in a deeper sense from a more macro and scientific perspective.At the same time,the overall situation of the epidemic in China is currently in a low level of fluctuation,and the situation is generally stable.Therefore,more comprehensive research work can be carried out,making the research of the article more in-depth and sufficient.
