Research On The Dilemma And Optimization Path Of Community Governance Of Co Living In Villages From The Perspective Of Collaborative Governance

With the overall planning of urban and rural development and the comprehensive promotion of the rural revitalization strategy,the construction of new rural communities has become an important demand of the times in the modernization of rural socialism,as one of the important patterns of the current construction of new rural communities,the level of construction of communities and the improvement of governance level of villages and villages are also important to promote the promotion of agricultural and rural modernization.In the governance of communities where villages live side by side,it is also of great significance to coordinate and handle the interest relations of various governance entities and improve the level of community public services to improve the level of governance modernization.As a theoretical paradigm that coordinates the relationship between various governance subjects and promotes the consultation and cooperation of multiple subjects,collaborative governance has a strong theoretical fit and theoretical applicability in the governance of the cohabitation community of the village,which provides a new idea for the governance of the co-living community of the village.Therefore,we should cut into and explore the governance logic and operation mode of community governance in which villages live side by side,which is conducive to better clarifying and optimizing the realization mechanism of multi-subject collaborative governance.Through field investigation and data collation of the construction process of N community in Q County,Shandong Province and the status quo of community governance,it is found that,on the one hand,policy support,the actual needs of coordinating urban and rural development and improving rural land use efficiency,and improving rural governance Driven by the combined force of factors such as the level of the rural governance system and the important ways to improve the rural governance system,the N community construction and community governance work have achieved more prominent results in the course of the past ten years.On the other hand,the diversification of community governance subjects have increased the difficulty of community governance to a certain extent,making the single governance model that only one subject can solve the problem in the rural grassroots governance in the past.It is difficult to play a role,and at the same time,the cohesion of multiple governance subjects faced by community governance is low,the leadership of community party branches in community governance is not strong,the functions of grass-roots governments in collaborative governance are offside and absent,and community governance mechanisms are insufficient.There are much problems and challenges like the low participation of multi-subject collaborative governance.Finally,in view of the problems and causes of multi-subject collaborative governance in N community,the optimization path of community governance from the perspective of collaborative governance is discussed: cultivating and condensing the concept of collaborative governance of various subjects;strengthening the leadership of community party branches in collaborative governance;improving grass-roots government collaboration The overall planning ability of governance;establish and improve the community collaborative governance mechanism;improve the participation of multi-subject collaborative governance.
