Research On Community Correction Management From The Perspective Of Collaborative Governance

Community correction management is an activity to manage non-incarcerated criminals by integrating social resources,aiming to make reasonable use of public resources to maximize the conversion effect of criminals.Although the community correction management in China started late,its development speed is not slow.After the development process of pilot,expansion of pilot,comprehensive trial,comprehensive promotion and legislative standardization,a community correction management model with Chinese characteristics has been formed.This paper takes the community correction management of P County as the research object,analyzes the current situation of community correction management of P County in the past ten years by means of literature analysis,case analysis and field investigation,and finds that through years of efforts and the promulgation of the Community Correction Law,P County has made a qualitative leap in community correction management in recent years.In particular,community correction institutions and community correction committees have been set up,and three community correction teams have been established.At the same time,certain achievements have been made in education,assistance and social participation.However,since the community correction management in P County is still in its initial stage,there are still problems such as weak team strength,lack of effective supervision and education measures,difficult management of key personnel,not close connection between departments,and low social awareness and participation.This paper studies from the perspective of collaborative governance,focusing on the combination of specialized agencies and social forces,studies how to innovate the management mode of community correction and improve work efficiency,and puts forward countermeasures and suggestions to optimize the management of community correction: first,improve the management mechanism of community correction.The second is to promote the construction of community correction teams and funds.Third,improve the status of community correction law enforcement.Fourth,further promote the construction of "wisdom correction".Fifth,improve the coordination of relevant departments.Sixth,establish and improve the social organization network of community correction.The author hopes that this study can play a certain role in the improvement of community correction management in P county in the future.
