| In February 2015,the Central Committee of the Communist Party of China(CPC)issued the Opinions of the CPC Central Committee on Strengthening the Construction of Socialist Consultative Democracy(hereinafter referred to as "Opinions"),which put political party consultation in the first place and made an important strategic deployment on the development of socialist consultative democracy.Based on this background,this paper conducts a study on the value orientation,political function and operation mechanism of political party consultation in the socialist consultative democracy system with Chinese characteristics.Firstly,the characteristics of the socialist consultative democracy system with Chinese characteristics in the new era are summarized: it adheres to the leadership of the Party and provides a guarantee for the stable and orderly development of socialist consultative democracy;it is all-rounded,covering seven aspects of political parties,NPC,government,CPPCC,people’s organizations,social organizations and grassroots;it is coherent,and the seven channels of the socialist consultative democracy system with Chinese characteristics are intertwined with each other.It is multi-level,covering three levels: political level,decision-making level and social level.On this basis,the value orientation of party consultation is analyzed: party consultation is an important source of socialist consultative democracy,and the history of consultation during the "3-3" democracy period and the consultative nation-building period,that is,the inter-party consultation at that time,is the source of socialist consultative democracy;the people’s republic and class union in party consultation are the essence of socialist consultative democracy.The people’s republic and class alliance in party consultation are the essence of socialist consultative democracy;party consultation penetrates the other six channels of consultation in consultative democracy;party consultation is a model form of socialist consultative democracy,mainly embodied in the high-level nature of party consultation subjects,significant content and organizational operation.In addition,the political functions of party consultation in the socialist consultative democracy system with Chinese characteristics are analyzed and studied.Political party consultation mainly plays four political functions: integrating social interests and realizing political communication;promoting scientific and democratic decision-making and realizing political fairness;gathering social consensus and realizing social stability;and strengthening democratic supervision and improving governance capacity.Finally,the operational mechanism of political party consultation with Chinese characteristics is analyzed.First,it outlines its specific status quo: the institutionalization of political party consultation has been continuously improved,the exemplary role of political party consultation at the central level has been manifested,the extent of political party consultation radiation has been expanded,and the effectiveness of political party consultation has been highlighted.Second,it analyzes the shortcomings of the operation mechanism of political party consultation: the degree of normality is not enough,the lack of specific principles,and the time limit is not clear;it analyzes the ways to improve the operation mechanism of political party consultation: strengthening the degree of normality of the operation of political party consultation,improving the principles to be adhered to in the operation of political party consultation,and clarifying the time limit of political party consultation. |
