Research On The Optimization Of Local Government Organizational Structure From The Perspective Of Data Governance

The governance model of local governments in China is an important theme in the current research of public management in China,and also an inevitable requirement of social development.The governance mode of the government is adjusted with the change of the external environment.As a conventional governance mechanism,bureaucracy constitutes the main body and foundation of local government organizations in China,which is characterized by rationality,specialization and efficiency.However,the problems of rigid structure and division of departments are gradually exposed.The Twentieth National Congress of the Communist Party of China made an important deployment in deepening the institutional reform,proposed deepening the institutional reform in key areas,required to recognize the importance and urgency of the reform from a global perspective,insisted on optimization,coordination and efficiency,and pointed out an important direction for the institutional reform.Recently,the State Council recently announced a new round of institutional reform plan,proposing to establish the National Data Bureau,which is responsible for coordinating and promoting the construction of data infrastructure,and coordinating the integration,sharing,development and utilization of data resources,which is of great strategic significance for promoting data governance.Data governance is the "bullnose" to promote the construction of "digital government",plays a major role in the construction process,and is a new direction of local government governance model,including organizational structure optimization.This article provides some ideas for optimizing the organizational structure of local governments from the perspective of data governance.Through an analysis of the concept and correlation between the two,as well as an analysis of the current situation of local government organizational structures,we have identified issues in the operation of local government organizational structures,including unclear functions and responsibilities,insufficient segmentation and coordination between departments,single personnel and technology,inconsistent internal standards and supply and demand within the organization,and analyzed in detail their constraints,mainly including inadequate organizational systems,resource differentiation,and lack of collaborative ability Inadequate talent and technical support,imperfect regulations and platform construction,etc.Based on this,this article proposes targeted measures to optimize the organizational structure of local governments from the perspective of data governance,such as improving organizational structure,strengthening governance concepts,and enhancing collaborative capabilities.The study found that the organizational structure and operation mode of local governments are based on bureaucracy and integrate the conceptual logic of data governance.By using the system and technical tools of data governance to provide a perspective for the optimization of hierarchical organizations,the goal of digital government functions can be achieved.Hierarchical system and data governance are closely combined.Hierarchical system provides the basis for the exertion of data governance mechanism.Data governance makes up for the inherent defects of hierarchical system.There is a fusion relationship between the two.Therefore,based on the perspective of data governance,this paper analyzes the blocking factors in the optimization of local government organizational structure,and studies and proposes the implementation direction of improving practice.
