Research On Optimizing Chinese Local Government Governance Model From The Perspective Of Big Data

Digital governance theory emphasizes the impact of information technology on public management,and emphasizes the innovation of governance concepts based on demand,the reform of administrative institutions based on integration,and the reshaping of administrative methods based on the whole.Big data is an important representative of emerging information technology,and government governance model is the general term for government governance concepts,systems,and methods.As one of the largest data creators and collectors in many regions,local governments regard big data as an important tool and strategic choice for optimizing governance models of the local government.Although some local governments in our country have tried to use big data to promote the digital transformation of local governments,local government governance models that lack awareness of data governance,differentiation of governance institutions,and decomposition of governance processes have been unable to meet the requirements of the era of big data,and are in urgent need of optimization.First of all,based on the problem identification logic,this research takes the big data perspective as the starting point,using Cite Space software to comb the domestic and foreign research on big data and local government governance models,and elaborating the research problems and current research status.Secondly,based on the relevant theories and the connotation of local government governance models,construct a three-dimensional analysis framework of "local government governance concept-local government governance system-local government governance mode".From time to time,according to the publicly released data of my country’s local governments that have been screened and cleaned,the analysis framework is used to analyze the governance model of my country’s local government that focuses on provincial governments from the perspective of big data,and analyze its existing problems and causes to answer "what is it" "and "why" questions.Thirdly,drawing on the practical experience of optimizing local government governance models at home and abroad with big data,proposing a systematic action path for optimizing my country’s local government governance models from the perspective of big data,answering "what to do" questions,and providing information for promoting the modernization of local government governance reference.It can be found from the investigation that under the big data perspective,my country’s existing one-way service local government governance model of "passive response-bureaucratic structure-generalized service",which controls internal leadership and passively responds to external management has problems such as lagging small data governance concepts,fragmented data sharing governance systems,and simple and conservative data governance methods.The main reasons are the excessive pursuit of causality in local government governance,the division of bureaucracy among local government agencies,the lagging behind of the construction of big data infrastructure of the local government and the lack of big data operation and maintenance capabilities.Based on deconstructing the excellent practical experience of the domestic and foreign local governments,the path to optimize local government governance models in China from the perspective of big data are proposed in this research: in the dimension of local government governance concepts,local governments should innovate the shortcomings of small data governance concepts,strengthen local governments’ awareness of using big data,people-oriented big data service awareness,and public data open security awareness;in the dimension of local government governance system,local governments should optimize the data utilization system to promote the improvement of data literacy,improve the data sharing system to promote data sharing,and establish an overall data management system to promote the standardized circulation of data;in the dimension of local government governance methods,local governments should strengthen the use of incremental stock data to provide accurate public services,mine public opinion data to enhance active service capabilities,and build data open platforms to achieve a reasonable allocation of public resources.
