The base of well off great cause is talent. Training all sorts of high quality talents is the important guarantee practicing the strategic object of constructing well-to-do society totally and the basic policy of reconstructing the Chinese nation. It is necessary for public sector human resource development to grasp and take advantage of important strategic choice and deal with the more fierce international competition. In this world, talent resource has become the most important strategic resource. In fact, the competition of synthetic national strength is that of talents, which means the talent superiority is the competitive superiority. To hold the initiative of talent competition, the work for talent should be enhanced and improved, which can result in the superiority of talent's training, gathering and usage. To complete various tasks of constructing well-off society, talent work must be led into the overall arrangement of national economy and social development, and we must focus on developing the talent resource. It is necessary for public sector HR development to enhance the CPC's ability and strengthen the CPC's position. To do this work is originally to continually train many high quality talents which can be used to govern the nation and army. The development of public sector human resource is significant to the development of both Chinese characteristic socialism and the CPC.Based on the basic theories of occidental HR development and public sector HR development, and connecting with native status quo, the thesis demonstrates the necessity of native public sector HR development, and points out some problems like: traditional feudalism political and cultural effect of public sector HR development ,history inertia of traditional status classification, slowness of relative reform step, immature of traditional civil servant system, and defect of public sector HR quality and so forth, and analyzes the reasons for these problems. Based on the above, this thesis puts forward some policies and suggestions for developing native public sector HR, according to scientific development viewpoint and talent viewpoint and overall strategy of talent strength for nation to provide reference for the strategy of the talent for nation in our public sector, such as establishment scientific talent viewpoint, strengthening the building of HR capacity, setting up study public organization, overall planning city and county, region total development, building the system of HR development connected with international and pushing on the reform of civil servant and institution, and so on.
