| At the 20 th Party Congress,General Secretary Xi Jinping proposed to "establish an overall security and emergency response framework,improve the public security system,and enhance disaster resilience and emergency response capabilities." Grassroots party organizations,relying on their organizational advantages and familiarity with the region in crisis situations,can effectively command decisionmaking and allocate resources,ensure effective collaboration and information flow in emergency response,form an effective emergency communication network,and provide strong organizational support for emergency management.However,crisis events such as the COVID-19 have proved that grass-roots party organizations in some regions have insufficient emergency response capacity in crisis situations,which is difficult to effectively meet the requirements of grass-roots emergency management and crisis response.In order to effectively promote the modernization of grassroots emergency management system and capabilities,and to enhance grassroots emergency governance capabilities,it is urgent to promote the optimization and enhancement of grassroots party organizations’ emergency capabilities.Therefore,there is an urgent need to pay attention to the relevant issues of optimizing the emergency response capabilities of grassroots party organizations.The research follows the logical approach of "theoretical exploration,practical diagnosis,and policy recommendations".Based on a review of existing literature,the study refined the emergency response capacity of grassroots party organizations into emergency reduction capacity,reserve capacity,response capacity,and recovery capacity.Subsequently,an indicator system was established to evaluate the overall and sub item emergency response capabilities of grassroots party organizations.The evaluation results show that the overall index of emergency response capacity of grassroots party organizations is 0.4292,which is in an average state.Among them,the reduction force situation is not ideal,with an index of 0.3756;The reserve,reaction,and recovery abilities are average,with indices of 0.4208,0.4205,and 0.4998,respectively.Based on the evaluation results,the emergency response capabilities of grassroots party organizations have the following problems: the effectiveness of emergency support needs to be enhanced;The predictability of emergency preparedness needs to be improved;The synergy of emergency response needs to be strengthened;The enthusiasm for reflective learning needs to be strengthened.Based on the theory of complex adaptive systems,analyzing the causes of problems can reveal that in terms of system element flow,the coordination of grassroots emergency resources is insufficient;In terms of adaptive entities,the participation vitality of grassroots emergency entities is insufficient;In terms of system interactivity,the linkage of grassroots emergency collaboration capabilities is not strong;In terms of adaptive evolution,the grassroots emergency operation mechanism is not functioning smoothly.Based on the above theoretical exploration and practical diagnosis,the study proposes targeted optimization paths to enhance the emergency response capacity of grassroots party organizations.Firstly,it is necessary to improve resource support and solidify the material foundation of grassroots emergency management by strengthening emergency material reserves,improving emergency material allocation,and ensuring emergency material supply;Secondly,it is necessary to forge strong entities and enhance grassroots emergency response capabilities in crisis situations by improving cross regional collaborative capabilities,enhancing organizational adaptability,and achieving governance convergence between normalization and non normalization;Once again,it is necessary to cultivate public awareness and promote grassroots emergency interaction and cooperation by strengthening communication and exchange among multiple entities,strengthening the trust foundation of grassroots emergency cooperation,and cultivating public awareness of emergency public responsibility;Finally,it is necessary to strengthen adaptive learning and promote the modernization of concepts and mechanisms by strengthening emergency reflective learning,improving emergency assessment and assessment mechanisms,and optimizing emergency financial fund guarantee mechanisms. |
