Research On The Problems And Countermeasures Of Social Organizations Participating In Public Crisis Managemen

Since 1990s,there have been numerous public crises in the domestic and international communities,ranging from influenza A(H1N1)in 2009,poliomyelitis in 2014,Ebola epidemic in 2014 to the outbreak of the epidemic in 2016,the Ebola epidemic in Congo(2018)in 2018,and the COVID-19 sweeping across the globe.It has sounded the alarm for people’s safety,and the attention of various countries to the public crisis is also increasing.In the painful public crisis events,the whole society has paid a huge price.Public crisis events are characterized by diversification and complexity.As the main body of public crisis management,the government plays a leading role in the whole process.However,the government can not replace all the forces,and the participation of social organizations is indispensable in public crisis governance.As an important organizational entity,social organizations have certain advantages in dealing with public crisis.In particular,the outbreak of COVID-19 in 2020 showed a stepwise growth in the world.Although governments have formulated quick response measures and played a leading role,they are limited by ability and resources in the face of complicated and changeable epidemic situations,and can not cover all aspects of epidemic prevention and treatment.Social organizations come from social groups and have certain social characteristics.Flexibility and folk,so in the public crisis management has certain advantages,can quickly integrate into the masses,make up for the government can not take into account the situation of everyone,cooperate with the government to complete the task of public crisis management.Combined with the participation of social organizations during the period of COVID-19’s prevention and control,it can be seen that it is affected by itself and the outside world.When social organizations participate in COVID-19,they are greatly hindered,how to change the current predicament,give play to the role of social organizations in public crisis management,and make them an indispensable force for public crisis management.Through the analysis of the problems and Countermeasures of social organizations participating in public crisis governance,this paper aims to find out the difficulties faced by social organizations in the governance of public crisis.Combined with the successful experience at home and abroad,it puts forward improvement countermeasures,enhances the ability of social organizations to deal with public crisis,and helps to implement the various decisions of government departments.This paper discusses the results of domestic and foreign social organizations participating in public crisis response,combined with the efforts of social organizations in participating in the prevention and control of new coronavirus,summarizes the successful governance experience of Jiangyan and foreign social organizations of atypical pneumonia and influenza A(H1N1),and concludes that we should improve the management laws and regulations,enhance our own organizational capacity,improve the quality of management,and improve the quality of management In order to improve the ability of social organizations to deal with the public crisis and help the implementation of government policies,this paper puts forward some countermeasures to improve the social credibility and strengthen the support of the government.
