Study On The Blockchain Enables Digital Rights Management Of Copyright Offices

At present,the frequent infringement in the copyright market has put forward higher requirements for the copyright office to innovate supervision and improve its service level.Blockchain brings opportunities for registration,infringement monitoring and complaint handling in digital rights management,and has been valued by national copyright offices.From the perspective of the Copyright Office,the application of blockchain in digital copyright management is studied,which enriches the subject of blockchain digital copyright protection,increases the research perspective of the Copyright Office,better realizes the interaction between technology and organization,and realizes a larger range of digital copyright protection.Taking technology embedding theory and digital governance theory as the guiding ideology,this paper uses literature research method,interdisciplinary research method and comparative analysis method to analyze the government perspective of blockchain-enabled copyright office,breaking through the previous research on the compatibility of blockchain with market entities such as publishing enterprises and copyright service platforms.From the perspective of public management,the compatibility between blockchain and the whole process of digital copyright management is mainly reflected in the intelligent realization of refined management of copyright registration,traceability to ensure prior monitoring of infringement,electronic storage of certificates is conducive to the handling of infringement complaints by the copyright office,and the distributed structure improves the management efficiency of the copyright office.However,the technology is not perfect,and there are some dilemmas that need urgent attention in the process of digital copyright management enabled by blockchain,which are specifically manifested in the lack and lag of laws and systems,the lack of supervision and difficulty in coping with risks,the lag in blockchain standardization construction and the shortcomings in technology to reduce the protection efficiency.By carrying out cause analysis from the five aspects of institutional innovation,regulatory policy,standardization construction,technology itself and guarantee system,governance strategies can be adopted to effectively prevent and solve it,so that technology can better serve the copyright office.With the advent of the blockchain 3.0 era,blockchain technology itself is constantly improving,the scope of application is also expanding,through this paper it is found that blockchain is not only suitable for publishing enterprises,digital copyright platforms and other market entities,but also can play an advantage in the copyright office,significantly improve the management efficiency of the copyright office.
