| At the historic juncture on the way to the second Centenary Goal,the whole Party attaches great importance to consolidating and expanding the achievements of the battle against poverty,making all-out efforts to promote rural revitalization,and addressing the problem of unbalanced and incomplete economic development.As the leading core of rural undertakings,rural grassroots Party organizations are the key subject force to comprehensively promote rural revitalization.We made full use of our political and organizational advantages as well as our advantages in keeping close ties with the people,united and led the people to become rich in the industry,cultivate talents,cultivate people’s customs,and show green colors,thus gaining experience in promoting comprehensive rural revitalization.However,it cannot be ignored that in the actual operation of rural work,there are weak links in rural grass-roots Party organizations such as the development of rural industries,the construction of rural practical talents,the construction of civilized village style,the comprehensive improvement of rural living environment,and the construction of village Party organizations themselves,which all affect the strength basis of rural revitalization.Therefore,it is of great significance to carry out the study on the role of rural grass-roots Party organizations.This study focuses on hot issues in the field of "agriculture,rural areas".With the rural revitalization as the background,supported by the theory of rural grassroots party building,and Xiji County,a key county of rural revitalization,as the research sample,this study comprehensively uses the literature research method,field observation method and structural interview method to deeply analyze the reasons for the insufficient role of rural grassroots Party organizations in rural revitalization.It includes unclear ideas about rural revitalization work,that is,the "package" rural revitalization plan of the township Party Committee,the "thousand villages" revitalization plan organized by the village Party,the development of rural revitalization led by Party members,the quality of rural revitalization is not obvious,and the cultivation of rural revitalization with talent empowerment is not comprehensive.The main responsibilities are not fulfilled and the main business is not focused.That is to say,we do not have a strong sense of responsibility for promoting the implementation of our work,we do not have sufficient social capacity to reduce burdens,and we do not have close ties with the people.The rural revitalization work is weak,that is,the capacity of township cadres is small,the "two committees" of villages are not strong enough,the efficiency of village operating funds is not high,and the guarantee measures are not precise enough.Without solving the five outstanding problems existing in rural grass-roots Party organizations,it will be difficult for rural revitalization to be fully realized.Therefore,according to the reality of rural China,the author uses Marxist Party organization construction theory,Marxist state and society relationship theory and new public service theory,and puts forward six measures to give full play to the role of the masses in the construction of rural grass-roots Party organizations in the new era of comprehensively promoting the revival of rural China,namely: comprehensively improving the rural basic security,Promote the orderly development of all rural work;Comprehensively strengthen the characteristic advantage agriculture,promote th e efficient development of rural industr y;C omprehensively optimize the environment for the development of rural talents,and absorb all kinds of rural talents to the front line of rural revitalization;Actively develop rural social civilization undertakings,gather strength to cultivate civilized new village style,realize rural revitalization;Give full play to the endogenous driving force of rural people’s development,and actively gather forces for the comprehensive improvement of rural living environment;Firmly establish the guiding ideology of taking the grassroots as the center,earnestly promote the standardization and standardization of rural Party organizations,further improve the quality of rural grassroots Party organizations,and provide a more powerful political and organizational guarantee for the all-round development and revitalization of "agriculture,rural areas and farmers". |
