Analysis On The Prevention And Control Of Clean Government Risks In J Province’s State Owned Enterprises

State-owned enterprises are the backbone of China’s national economic development and the pillar of socialism with Chinese characteristics.Since the reform and opening up,the development of state-owned enterprises has made remarkable achievements,not only making great contributions to public finance,but also becoming an important guarantee for the normal and stable operation of economic society in various special periods.However,because state-owned enterprises and state organs are inseparable,some corrupt elements in the administrative organs can use their power to influence the decision-making of state-owned enterprises,and the interests of corrupt elements in the administrative organs will naturally be transmitted to state-owned enterprises.Therefore,the risk prevention and control of clean government of state-owned enterprises and the anti-corruption struggle of state organs interact with each other,neither of which can be relaxed,otherwise it may lead to the loss of state-owned assets and affect the development of the national economy.Taking J Province as an example,this paper analyzes the typical cases of corruption in state-owned enterprises in J Province in recent years by using the theory of three lines of defense against corruption,internal control theory,principal-agent theory,rent-seeking theory and power restriction and supervision theory,and summarizes some problems existing in the prevention and control of corruption risks in state-owned enterprises in J Province at present,including the lack of publicity of anti-corruption education and the weak awareness of anti-corruption;The internal organizational structure of state-owned enterprises is unreasonable,and the power lacks restriction and supervision;The relevant systems of internal control are not perfect;Insufficient external supervision;Asymmetric information is not open,resulting in weak supervision by the masses.Through thinking and analyzing the advanced experience of other provinces in China in the prevention and control of the risk of clean government in state-owned enterprises,and combining the national conditions of China and the local conditions of J Province,this paper puts forward countermeasures and suggestions,hoping that these suggestions can improve the prevention and control of the risk of clean government in state-owned enterprises,so as to improve the governance of state-owned enterprises,purify the political ecology,reshape the image of state-owned enterprises,and give full play to the role of state-owned enterprises as the backbone of China,Promote the steady development of China’s economy and society.At the same time,we should promote the relevant functional departments to abide by their duties,purify the social atmosphere,establish correct values and values of wealth in the whole society,and promote the harmonious development of society.
