Research On Optimization Strategy Of Incorruptible Risk's Prevention And Control Mechanism In Key Areas Of Colleges And Universities

In the new century,many colleges and universities in China have entered a period of rapid development,and great achievements have been made in various aspects of construction,such as the continuous expansion of enrollment scale and the scale of running schools,which has trained a large number of high-quality talents for various fields of society.However,in the process of rapid development,colleges and universities are also faced with some outstanding management problems,such as various types of bribery and bribery,covert operations,and corruption issues such as the use of power for personal gain.And these corruption problems show the characteristics of multiple occurrence and diversity of subjects,which brings great challenges to the management of various key areas in universities.Starting from the sources of the risk of clean government in colleges and universities,we will actively build and improve the prevention mechanism of Incorruptible risk's problem,and at the same time pay attention to the construction and improvement of the control mechanism after Incorruptible risk's behavior occurs.This has played a positive role in improving the management mechanisms in key areas of universities and promoting the construction of anti-corruption and integrity.Therefore,this study takes Incorruptible risk as the research object in the key areas of colleges and universities,and mainly studies three aspects of the optimization strategy of the prevention and control mechanism in the key areas of universities,Incorruptible risk in the key areas of colleges and universities,and Incorruptible risk in the key areas of universities.The first is the key areas of colleges and universities: this article is based on combing up corruption cases such as violations of discipline and law in major universities across the country,and analyzing the prone areas,types of cases,and methods of committing such corruption.And according to the number of corruption cases in colleges and universities and the allocation of administrative power in two aspects of standards,The five key areas of Incorruptible risk in colleges and universities were obtained: infrastructure,enrollment,procurement,cadre selection and appointment,and scientific research funding management,and showed that Incorruptible risk was prone to frequent and concentrated in people,wealth,and property.The second is Incorruptible risk,a key area of colleges and universities: based on the process of decision-making,implementation and supervision of university power,combined with the analysis of the causes of violations of the law and corruption cases in colleges and universities and expert interviews.It is found that the main reasons of Incorruptible risk in the key fields of colleges and universities in China mainly include the lack of ideological and moral education,the imperfect construction of Incorruptible risk's prevention and control system,and the lack of effective supervision of the operation of university power.It is concluded that the types of Incorruptible risk in the key fields of Chinese universities mainly include ideological moral risk,institutional risk and power running risk.Finally,the optimization strategy of Incorruptible risk's prevention and control mechanism in key areas of universities: based on the theory of comprehensive risk management and PDCA quality cycle theory,and starting from the main problems existing in the construction of Incorruptible risk's prevention and control mechanism in key areas of universities in China.Based on the experience gained by foreign universities in the construction of Incorruptible risk's prevention and control in key areas,the optimization strategy of Incorruptible risk's prevention and control mechanism was divided into the planning stage,the implementation stage,the inspection and assessment stage,and the modification and disposal stage.Through the study of the optimization strategy of Incorruptible risk's prevention and control mechanism in key areas of colleges and universities,the aim is to strengthen the prevention and control of Incorruptible risk's key areas in colleges and universities,continuously standardize the work flow in each key area,and promote the transparency and institutionalization of the work environment in each key area.This will reduce the possibility of Incorruptible risk's occurrence in the key areas of universities and promote the healthy development of various work in the key areas of universities.
