Research On The Grass-roots Corruption Risk Of Local State-owned Enterprises And Its Prevention And Control

Combating corruption and promoting political integrity,which is a major political issue of great concern to the people,is a clear-cut and long-term political commitment of the Party.Since the 18 th CPC National Congress,under the unified deployment and leadership of the CPC Central Committee,discipline inspection organs at all levels have strengthened supervision and discipline enforcement,insisted on beating tigers and flies together,punished a large number of corruption analysis,and effectively curbed the spread of corruption.But in local state-owned enterprises,due to the economy of enterprise operation,the interest driving of performance appraisal,the weakened integrity and self-discipline of enterprise cadres,and the lag of the construction of enterprise supervision system,the internal integrity risk of local state-owned enterprises still exists and corruption still occurs from time to time.With the deepening of the anti-corruption struggle and the comprehensive extension and in-depth development of strictly administering the party to the grass-roots level,how to effectively identify corruption risks in many processes,posts and systems of grass-roots state-owned enterprises,and carry out accurate supervision,prevention,and control for corresponding risks has gradually become a difficult problem that grass-roots state-owned enterprises need to overcome.This study takes M company subordinate to y state-owned enterprise as the research case.Based on the analysis of the current corruption situation of state-owned enterprises,this study further analyzes the essence and characteristics of the basic corruption risk of local state-owned enterprises by combing the relevant situations of M company’s internal letters and visits,case review and internal inspection,and analyzing the current situation of corruption risk,and makes a traceability analysis for the generation of relevant risks.In order to further effectively excavate and identify the grass-roots corruption risk,aiming at the root causes of relevant problems,based on the objective conditions and influencing factors of grass-roots corruption risk,explore and establish the quantitative evaluation method of grass-roots corruption risk identification in advance,and carry out the evaluation practice within a certain range.Based on the grass-roots corruption risk identification and evaluation model and combined with the current situation of grass-roots corruption risk management of state-owned enterprises,from the aspects of improving the dynamic supervision system of grass-roots corruption risk prevention and control,strengthening the systematic barrier of grass-roots corruption risk prevention and control,building a diversified mechanism of grass-roots corruption risk prevention and control,and consolidating the information platform of grass-roots corruption risk prevention and control based on technical governance,This paper tries to put forward some suggestions on the prevention and control of corruption risk at the grass-roots level of local state-owned enterprises.By analyzing the current situation of grass-roots corruption risk of local state-owned enterprises,this paper understands that the key point of grass-roots corruption risk prevention and control is how to effectively identify grass-roots corruption risk,and creatively puts forward the identification and evaluation method of grass-roots corruption risk,and puts forward countermeasures and suggestions for grass-roots corruption prevention and control of local state-owned enterprises.Of course,the relevant evaluation methods need to be continuously improved and developed.In practical application,it is also necessary to further build a targeted risk identification model according to the different political ecology,organizational structure,business development and other factors of different enterprises,so as to build a more scientific and effective grass-roots corruption risk supervision and prevention and control system,It provides constructive theoretical and path reference for the realization of grass-roots corruption management of state-owned enterprises.
