Research On Follow-up Support Policies For Poverty Alleviation Relocation In Inhospitable Areas From The Perspective Of Sustainable Livelihood

The policy of poverty alleviation and relocation in inhospitable areas is a comprehensive poverty alleviation policy that moves the poor people living in remote mountainous areas with backward basic living conditions,fragile ecological environment and weak ability to resist natural disasters to places with better living and development conditions,so that they can gradually get rid of poverty and achieve sustainable development under the support and support of the state and the government.Rural households relocated from inhospitable areas mainly refer to the registered poor households living in these areas.For them,relocation can not only change their original poor living environment and backward production mode,but more importantly,help them improve their livelihood capital,enhance their sustainable development ability and get rid of poverty completely.Therefore,the research focus of this paper is mainly on the implementation effect of the follow-up support policies for poverty alleviation relocation in inhospitable areas,the analysis of the factors affecting the change of the sustainable livelihood of the relocated people in the implementation process,and the corresponding follow-up support policy suggestions.Song County in Henan Province,as an important poverty-stricken area,had relocated 110,000 people by the end of 2018,among which 27,500 people had been relocated from deep mountains during the 13 th Five-Year Plan period.Q community is one of the concentrated points of poverty alleviation relocation in inlivable areas of Songxian County.Due to its own particularity and development limitations,it is determined that the grassroots government still has a long way to go to achieve the goal of stable and sustainable development of assistance work in the future.Therefore,this paper takes the relocated people of Q community as the research object,takes Q community as the research field,takes the changes of the sustainable living capital of the relocated households before and after relocation as the entry point,adopts the field survey method,questionnaire method,interview method,case analysis method and other research methods,and combines the actual situation of the relocated households of Q community before and after relocation on the basis of the sustainable analysis framework.Construct sustainable livelihood development evaluation system based on Q community relocation.By comparing the changes of the main factors of sustainable livelihood capital before and after relocation,it is found that the natural capital,social capital and financial capital decrease obviously,while the human capital and material capital increase but not obviously.In addition,from the field visits and interviews,it is found that the following difficulties exist in the follow-up policy development of relocation of Q community: insufficient support of the policy itself,limited ability of the subject of policy implementation,constraints of the environment and conditions of policy implementation and restrictions of the target group of the policy.Based on the above problems,in the last part of this paper,based on the analysis of the reasons for the above insufficient development of livelihood capital caused by the relocated people in Q community,the author takes the Smith analysis model as the logical theory to discuss the shortcomings of the government’s follow-up sustainable livelihood support policies.It also puts forward measures that can be taken to realize the sustainable livelihood development ability of relocated residents in the follow-up support and development process of poverty alleviation relocation in inlivable areas.In terms of policies themselves,it is necessary to further improve relevant policies,enhance the flexibility of policies,improve the guidance mechanism of grassroots party committees,and give full play to the leadership role of community party organizations.On the subject of policy: strengthen the consciousness of power and responsibility,reasonably position the role of the government,improve the executive ability of government personnel;In terms of policy environment,we should formulate fund guarantee system,strengthen employment guidance and service,increase industrial support,enhance social integration ability,introduce multiple subjects,and speed up the follow-up work process.In terms of policy target groups: to improve the change of ideology,improve the physical quality,etc.
