Research On The Construction Of Smart Community In Chenggong District Of Kunming City

Building smart communities in the digital age conforms to the needs of The Times and social and economic development,and is conducive to the modernization of grassroots governance capacity and governance system.It also has positive significance for the development of smart cities.The report of the Party’s 20 th National Congress also proposed to strengthen the construction of urban infrastructure,build livable,resilient and smart cities,improve the efficiency of urban operation through digitalization,solve the practical problems in urban governance,and improve the level of urban governance.As a basic unit of smart city,it is of great significance to strengthen the research of smart community construction.This paper uses the public value management theory,which belongs to the spectrum of value rationality in public administration theory,and the digital governance theory,which belongs to the spectrum of tool rationality,to study the construction of smart community in Chenggong District of Kunming City.The following problems exist:first,the construction of smart community lacks effective leadership;Secondly,software and hardware intelligence is insufficient.Finally,the construction mode is fixed single problem.The reasons are as follows: the top-level design of smart community construction is not perfect;The demand of hard and soft construction does not match and the resources are insufficient;The construction concept is influenced by the traditional concept.First of all,we should scientifically optimize the top-level design of smart community construction: strengthen the policy guidance of smart community construction;Actively promote organizational innovation,clearly define the responsibilities of each functional department;To realize the diversification of the effectiveness evaluation of smart community construction.Secondly,we should take the demand as the orientation and actively promote the synchronization of software and hardware intelligence.In the aspect of software,we should establish a comprehensive database and a demand-oriented comprehensive information service platform,and strengthen the construction of talent team in smart community.Hardware to raise funds and promote horizontal communication between communities,sharing community resources.Finally,it is necessary to establish the multi-subject co-construction mode of friendly and intelligent community.In addition to the cooperation with community residents,the community should also cooperate with other subjects such as superior government departments,enterprises,universities and social organizations.Innovate the concept of community governance and strengthen education and training;Promoting the diversification of construction methods.In a word,the construction of smart community makes community governance more intelligent.Meanwhile,the smart community governance will continuously promote the construction of smart community,enhance residents’ confidence and recognition of the community,enhance the sense of social trust and fairness,and finally promote the formation and stability of social public values,so that residents can obtain tangible benefits.Live a more respectable and happy life.
