Research On The Communication Effect Of Government Press Conferences On Major Public Health Emergencies

The Fifth Plenary Session of the 19th CPC Central Committee deliberated and adopted the CPC Central Committee’s Proposal for Formulating the 14 th Five-Year Plan for National Economic and Social Development and the Long-range Goals for 2035,which set forth the major task of "improving the ability to respond to public health emergencies".In recent years,the Chinese government has taken the initiative to promote the information disclosure system,actively promote the construction of the news release system,and promote the realization of public goals.Especially in response to public health emergencies,the government uses press conferences to carry out communication,dialogue and consultation to respond to social concerns,resolve crisis conflicts,and win the public’s recognition,expectation and support for the government’s goals and appeals.Do a lot of useful exploration.As the most direct means of communication between the government and the public,whether local government press conferences can achieve positive and positive effects of communication with the media and the public,and achieve good communication effects between the government and the public and the media is very important for public management objectives and government demands to obtain public recognition and support,so as to successfully respond to public health emergencies.This paper conducts an empirical study on the communication effect of local government press conferences in public health emergencies.Taking the press conferences held by Hubei provincial government in 2020 during the prevention and control of COVID-19 as the research object,this paper applies the theories of government crisis public relations and crisis communication,and combines case analysis,content analysis and questionnaire survey.An evaluation system consisting of five dimensions,namely "speech performance","release content","information quality","interactive communication" and "expression effect",was constructed to analyze and evaluate the communication effect of the press conference on prevention and control of COVID-19 in Hubei Province,and then to explore the problems existing in the local government when holding press conferences to deal with major public health emergencies.Explore effective ways to improve the communication effect of local government press conferences.The study found that the problems of the press conference on epidemic prevention and control in Hubei Province included improper speech performance of the press conference,the topic setting of the press conference was not closely matched with the public needs,the quality of public information was not high,the interactive communication of the press conference was not standardized,and the effect of information expression was poor.The study also revealed the correlation between each dimension of the press conference evaluation system and the effect of public evaluation.Therefore,this paper puts forward suggestions such as strengthening the overall construction of speaking ability,organizing and releasing contents around the public’s information demands,elaborately designing expression ways for speaking,improving the activeness of interactive communication and the pertinence of response,and ensuring the quality of public information.The research has practical reference significance for optimizing the communication effect of local government news conference and improving the ability of local government to respond to public health emergencies.
