| Since the reform and opening up,with the reform of housing system and the promotion of urbanization,commodity housing community has become the main development model of urban community in China.Developers are the builders and stakeholders of commodity housing communities.They have obtained a lot of economic benefits through market behavior,and should play its active role as one of the main governance of commodity housing community.But in reality,some developers ignore their corporate social responsibility and only take the commodity housing community as a profit-making product,which not only infringe on the public interests of the community,but also have a variety of negative impacts on community governance.Based on the cases of four commodity housing communities in Suzhou Industrial Park,this paper uses the methods of participatory observation,interview and case analysis to analyze and summarize the negative impacts of developers in community governance,including transferring owners’ contradictions and disputes,increase the burden of grassroots stability maintenance,affecting the quality of community work,threatening residents’ lives and property,affecting the progress of owner autonomy.This paper also analyses and summarizes the reasons for the negative impacts and countermeasures of developers in commodity housing communities.The research of this paper shows that the main reasons for the negative impacts of developers in commodity housing community governance are the lack of corporate social responsibility,the ineffective performance of functional departments,the inefficiency of administrative law enforcement and the high cost of owner autonomy.Finally,this paper puts forward four countermeasures to eliminate the negative impacts of developers in commodity housing community governance.Firstly,give play to the leading role of Party building and promote the construction of corporate social responsibility;Secondly,improve the supervision of functional departments in performing duties and strengthen the governance of the source of community problems;Thirdly,improve the efficiency of administrative law enforcement and increase the cost of breaking the rule and contract;Fourthly,boost the efficiency of owner autonomy and reduce the cost of owner autonomy.Through the case study and analysis,this paper hopes we can see the big from the small ones,and provide reference and help for the commodity housing community governance in other areas to be developed and developing.Guide developers to actively participate in community governance,fulfill corporate social responsibility,stimulate positive impacts and avoid negative impacts,become one of the joint force of community governance,then create a community governance pattern of joint construction,governance and sharing. |
