In recent years,with the acceleration of the overall development of the city,residents call for a more comfortable living environment and better service.Due to the imperfect infrastructure and lack of standardized management,conflicts are frequently happen in the old residence communities which have become a problem in the grassroots social governance.On December 1,2017,the Ministry of Housing and Urban-Rural Development held a pilot meeting on the renovation of old residential communities in Xiamen,Fujian Province.It was clearly stated that the pilot project for the renovation of old communities will be organized and carried out in 15 cities in advance.The pilot project is launched to promote the transformation of old residential areas,and at the same time,in the course of work,to build a new old district reconstruction model in urban area,and sum up experience that can be replicated in other regions and promoted in a wider scope,thus achieving the purpose that to promote comprehensive advancement and transformation of the old community in the country.It was suggested at the meeting that this pilot work should build relevant working mechanisms from four levels,which has a strong guiding significance for the next step to promote the transformation of old communities.The research purpose of this paper is using the relevant public administration theory to analyze the current situation,difficulties and existing problems of the old community from the perspective of owner autonomy,as well as combining relevant laws and regulations,relevant policies and reforms introduced in recent years,to explore a long-term mechanism for the management of old communities under the overall planning of the government,with the dominance led by the owner autonomy,and provide practical and feasible countermeasures for more effectively promoting the comprehensive management of old communities.This paper mainly discusses from the following aspects.Firstly,it reviews the public administration theory and research status of the old community governance and owners autonomy,sorts out the existing research results,and expounds the relevant important concepts.Secondly,it analyzes the current situation and difficulties of the owner autonomy of the old community.Thirdly,taking Tongliang District of Chongqing as an example,analyzing the background,foundation and main types of the owner autonomy in old community,affirming the effectiveness,as well as pointing out the existing risks.Based on the above research,it analyzes the prominent problems existing in the owner autonomy work in the old community.Finally,based on the theoretical analysis and comprehensive judgment,it puts forward some feasible countermeasures against the existing problems.
