| The report of the 19 th National Congress of the Communist Party of China clearly proposes to speed up the construction of a sports power.As one of the five strategic tasks of a sports power,competitive sports needs to establish a modern competition system with Chinese characteristics and strengthen the training of professional athletes to improve the international competitiveness of China’s competitive sports.To realize the strategic goal of sports power,not only needs to improve the national system of competitive sports,but also needs to establish a reputation,dare to take on responsibility,responsible image of a big country,to enhance the international influence of Chinese sports.Sports teams are the main field of national competitive sports personnel training,and undertake the important task of cultivating high-quality competitive sports personnel,which is the key task of promoting the construction of a sports power.Therefore,sports teams should implement the spirit of socialism with Chinese characteristics in the new era,actively implement the ideological and political education policy documents,and improve the quality of athletic talent output.Since the founding of new China,China’s social environment,political environment,cultural environment,economic environment,educational environment have undergone tremendous changes.The ideological and political education policies of sports teams shoulder different historical tasks in different historical periods.In different historical stages,it reflects different characteristics of The Times.In this paper,the policy of the State Council of the People’s Republic of China library,database of a magic weapon of Peking University,China hownet database,a database of ten thousand,Shanghai normal university library as the retrieval platform,for since the founding of new China,released on October 1,1949 teams of ideological and political education policy for retrieval,retrieved 76 policy document,and use it as the research object of this article.Through the literature material method,factor analysis,content analysis,historical study,comparative analysis and other research methods,from the policy text content,the form of policies issued subject,release,policy tools,impact factor and so on exploration since the founding of our country sports teams of ideological and political education policy evolution course,characteristics and influencing factors,and puts forward relevant optimization countermeasures.The main conclusions are as follows:1.Since the founding of our country working guidelines for the beginning of the preliminary exploration stage of the "Asian games success,the looking forward to the Olympic" to start the standardization of the construction phase,with development and prosperity of sports culture,carry forward the Chinese sports spirit,power construction of sports power direction.2.Since the founding of our country sports teams of ideological and political education policy released annual quantity rise,release time interval gradually decreases,and the subjects of the release of the national sports commission(now renamed the state general administration of sports)is given priority to,the content covers the improvement ideas,raise awareness,rectify the style of work,to emancipate the mind,deepen the reform,perfecting the mechanism,the Olympic strategy,win honor for our country,exercising the thought,the runoff of well-off,update the idea,the power.3.Since the founding of the People’s Republic of China,the ideological and political education policies of sports teams in China have been mainly issued by declarative and normative documents.The implementation of the policies prefers to adopt mandatory policy tools,and attaches importance to using command and authority tools and rules to encourage the target groups of the policies to comply with the relevant provisions of the ideological and political education policies.The total amount of mixed policy tools is moderate,and emphasis is placed on the use of information and exhortation to carry out ideological and political education.There has not been much focus on the use of voluntary policy tools.4.Factors such as policy itself,policy implementation subject,policy target group,environment,resource and mechanism guarantee are the main factors influencing the evolution of ideological and political education policy for sports teams in China since the founding of the People’s Republic of China.Future optimization of China’s sports teams the countermeasures of ideological and political education policy is to improve the team coordination mechanism of the development of ideological and political education,promote sports team in our country the quality of ideological and political education policy implementation main body,improve the quality of our country sports ideological and political education policy,enhance the target group of our country sports teams the identity of ideological and political education policy,optimizing the environment of our country’s sports ideological and political education policy implementation. |
