Research On Policy Evolution And Central Local Policy Coordination Of Digital Economy Standardization Construction

Digital economy has become a new engine of China’s economic growth.As an important factor in international competition,standard plays a supporting role in the development of digital economy industry.The study of standardization construction policies in the field of digital economy can play a positive role in promoting the standardization of digital economy.From the perspective of policy coordination and policy evolution,this paper combs the standardization policies of the central and local digital economy from 2001 to 2020.By using social network analysis method,LDA subject modeling and entropy method,this paper analyzes the standardization policy evolution in the central digital economy field,the quantification of central and local policy coordination,and the content coordination between the central core citation and the Yangtze River Delta.In the process of policy evolution,taking the policy network structure and policy elements as the framework,this paper discusses the development and changes of standardization policies in the field of digital economy according to different stages;In the policy quantitative coordination,by measuring the degree of policy coordination,this paper makes a collaborative analysis on the standardization of digital economy from the two aspects of policy subject and policy literature;In the policy content coordination,this paper analyzes the synergy of the policies of the Yangtze River Delta and the central government in the standardization construction of digital economy from the dimensions of policy field,policy objectives,policy measures and policy implementation.The results show that in the policy evolution,the standardization construction policy in the field of digital economy presents the track of the development from digital industrialization to industrial digitization,The network of policy departments shows the changing trend of core,aggregation and diffusion;In the policy area,the integration of digital economy and real economy has been deepened.The operation of policies has shown the following laws: the key construction of standards,the diversity of standards,the development of international standardization,the advanced nature of scientific and technological innovation,and the comprehensive evolution of incentives.In terms of quantitative coordination of policies,the degree of coordination of policy implementation in Central China and Southeast China is high,the degree of coordination of policy implementation in North China,northwest and Northeast China is low,and the degree of coordination of departmental policy diffusion with the standardization characteristics of digital economy is high.The policy contents are coordinated,the central policy objectives are more macro,and the local policy objectives are more in line with the characteristics of local economic development;The central and local governments are lack of capital and talent incentive measures;Local governments pay more attention to standard supervision and certification in policy implementation,and the standard formulation process is more specific.This paper aims to explore the evolution and coordinated development process of standardization policies in the field of digital economy,and put forward suggestions and thoughts for standardization policies in the field of digital economy.
