Measurement And Multiple Driving Paths Of Holistic Governance From The Perspective Of Policy Coordination

In the context of the increasingly complex social environment,a large number of cross-domain governance problems emerge transcend the boundaries of existing policy areas and the scope of responsibilities of individual government departments,which need to give full play to the coordination ability of governments in multi-fields,multi-specialties and multi-regions.However,in practice,the frequent occurrence of fragmented phenomena such as decentralized organizational structure and division of departments makes it urgent to strengthen the effectiveness of policy coordination and promote the optimization and realization of policy objectives,which represents the holistic governance level of the government.As an innovative mainstream paradigm of government governance,holistic governance describes a series of measures to promote the holistic operation of government and provides a holistic way of thinking to solve the policy fragmentation in cross-domain governance.As an equally important governance tool as strategy,planning and policy,standards play an increasingly prominent fundamental and strategic role in promoting high-quality economic and social development and promoting the modernization of the national governance system.At the same time,its cross-functional and cross-domain attributes also lead to the standardization system of complexity and uncertainty.With the deepening of standardization reform,how to promote the effective coordination of standardization policies and balance the multi-factor contradictions in the complex standardization system becomes particularly important.However,in our country government,under the standardization of decentralized management system,by different government departments in departmental interests,policy objectives and working differences,there are fragmentation problems such as policy duplication or contradiction,lack of form a complete set,lead to various and of all kinds of standard redundancy,content,clause contradiction phenomenon,and to a certain extent,the standards have fallen into a state of confusion.This paper takes standardization governance as an example,based on the holistic governance theory,policy theory,and coordination theory,from the perspective of policy coordination to explore and put forward the framework of holistic governance level measure and method,and using configuration analysis reveals the linkage effect of the standardization holistic governance and multiple paths.Based on the text analysis of standardization policies of 15 provinces in2014-2020,LDA,PMC,and coordination degree model were used to measure the standardization holistic governance level in each region from horizontal department coordination and vertical local coordination dimension.On this basis,five antecedent condition variables from social,institutional and technological levels were integrated,and fsQCA method were used to analyze the influencing factors and multiple driving paths of standardization holistic governance,and the typical provinces were selected for the specific case analysis.The main conclusions are as follows:(1)The level of standardization holistic governance fluctuates continuously and is extremely unstable.The coordination between standards and industrial development,people’s livelihood services,system construction and ecological resources has not yet been realized,but compared with the chaos of horizontal coordination,the vertical coordination effect is constantly emerging;(2)Behind the standardization holistic governance is the result of the interdependence and combination of social,institutional and technical elements,and individual factors do not constitute the bottleneck of high standardization holistic governance level.Among them,the technological factors have certain substitutions for the social factors and the institutional factors;(3)There are four ways to improve the level of standardization holistic governance: "institutional core-social support","technology-driven","society-institution-technology linkage",and "societytechnology coordination",and various factors are effectively combined to achieve high standardization holistic governance in the way of "all paths lead to the same goal".In addition,the study found that the lack of social attention and reform demonstration is not good,that is,the lack and bad of social factors and institutional environment is an important reason to induce the non-high-level standardization holistic governance.Based on this,the paper puts forward countermeasures and suggestions from the aspects of improving the status of standardization governance,promoting the balanced and coordinated development of standardization construction in various fields,strengthening the cooperation between horizontal and vertical governance subjects,considering the development of targeted standardization policies based on the linkage and matching of multiple factors,breaking through the limitations of their own conditions and changing the governance path.
