“The Angelich,it is not easy for the crisp and easy to melt,the small is easy to disperse.For the past,not for the chaos.” The idea of Lao Tzu reflects the importance of strengthening emergency preparedness from the perspective of feedforward control.Faced with the complex situation and chain effect of urban superposition risk factors,based on collaborative governance network to improve the emergency preparedness capability has become an important issue in the research of emergency management research.The literature review found that the existing studies often focus on the independent net effect of verification variables on the results and neglected the exploration of multiple paths to construct emergency readiness capability.Drawing on the target capability framework of emergency preparedness in the United states,this paper identified five antecedent factors which have significant impact on emergency preparedness ability from the ability dimension.The results of Qualitative Comparative Analysis shows that there are three parallel paths to high level emergency preparedness capability.Among them,the “Information Sharing” is a necessary condition for the high level of emergency readiness capability.Meanwhile,“Risk Warning”,“Organization System”,“Resource Integrate”,“Business Collaboration” have a great impact on the construction of emergency readiness capability.On the basis,combined with robustness test and case interview verification results,this paper explains the multi-structure equivalent causality of emergency preparedness capability construction.Hence,the research provides positive theoretical reference and practical enlightenment for promoting the ability of emergency preparedness to normalize and ensuring urban collaborative emergency governance.
