Study On Evaluation System Of Urban Community Emergency Preparedness Ability

Emergency management has always been an important part of government work.At present,China's State Council's institutional reform plan proposes to set up an emergency management department,highlighting the importance of emergency management.With the development of China's economy and society and the accelerating process of urbanization,the occurrence of emergencies has aggravated the impact on the development of our country's economy and society and the lives and property of citizens.Therefore,experts and scholars at all levels of government departments and related fields in China are continuously exploring more effective emergency management methods.In this process,the understanding of emergency management has been deepened,and the importance of emergency preparation stage has been highlighted.The focus of management has also shifted from emergency response to emergency preparedness.This article focuses on the urban community and fully understands its role in emergency management,analyzes the capabilities of urban communities in emergency preparedness and defines the factors that affect the emergency preparedness capabilities of urban communities.Through the practical application of the indicator system,this study scientifically and reasonably assesses the capacity building of urban communities.Firstly,Through reading and combing relevant research on emergency management and community disaster prevention and reduction,we have pointed out the background and significance of the study.At the same time,an overview of research at home and abroad will sort out the ideas for this study and clarify the methods.secondly,This study defines the concept of urban community emergency preparedness capabilities and finds the theoretical basis and assessment methods for this study.On this basis,the internal and external factors and constitutive factors affecting the emergency preparedness capabilities of urban communities are analyzed,and the specific indicators involved in the index system are screened by experts' advice based on expert advice.Thirdly,According to the hierarchical nature of the selected index system,through the study of weight determination methods,the research finally uses the analytic hierarchy process to assign weights to each index and the fuzzy comprehensive evaluation method to score the community's ability.Finally we establish an index system that includes 7 first-level indicators,20 second-level indicators and 51 third-level indicators.This system was used to evaluate the situation of the X community emergency preparedness capability in Xi'an City,Shaanxi Province.The evaluation found that the X community has the advantages and shortcomings in the process of capacity building.Finally,by summarizing the full text,this study points out the importance of emergency preparedness capacity buildingin the emergency management of urban communities and validates the scientific nature of the established index system.The next step of the study can continue to refine the types of communities and explore the constitutional elements and evaluation methods of emergency preparedness capabilities for newly built communities,old communities,and rural communities.
