This project focused on emergency management, and the constraints faced by middle management, within the multi-agency construct of the Provincial Health Services Authority (PHSA) in leading their departments in the prevention, mitigation and preparedness phases of emergency management. During 2007, the PHSA experienced three serious events that saw middle management become engaged in emergency managements that unveiled a level of cooperation, support, and commitment not evident during the day-to-day planning phases of emergency management. These events provided an opportunity to explore strategies to enhance middle management's ability to be more engaged in leading their departments during the prevention, mitigation and preparedness phases of emergency management. The project utilized current literature and action research methodologies to examine the benefits of creating an organizational culture of disaster preparedness. The research identified and explored strategies in three key areas: Knowledge Base, Processes and Leadership, offering 12 key recommendations. |
