On August 26,2019,the Standing Committee of the National People’s Congress passed the Land Management Law of the People’s Republic of China(Amendment)。And which has made many innovative provisions on the allocation of rural housing land and the comprehensive utilization of idle housing land.The introduction of the new Land Administration Law also provides a basic framework for the next stage of rural revitalization and rural land system reform.After summarizing the experience of the first round of The Commission for Deep Reform of the CPC Central Committee reviewed and approved the Pilot Plan for Deepening Reform of the Rural housing land System,launching a new round of pilot projects in 104 counties,cities and districts starting from 2020.So only "look back" and "look back and summarize" the last round of pilot work,a new round of pilot work to promote strengths and circumvent weaknesses,to make "new articles" and "big articles".As one of the pilot counties(cities and districts)in the first round,L County is a microcosm of the basic situation of Sichuan.It can also be said that the problems in L County represent some of the problems of western agricultural counties and play a certain exemplary role.Then,by studying the policy learning path in L County’s homestead system pilot,we can help other regions in western China learn from successful experiences and lessons from failures.It provides some experience for the follow-up reform of the homestead system.This paper combined interview method and policy text analysis method to study the policy learning path in L County’s homestead system reform from the perspective of policy learning,and found that the identification stage of public policy issues on housing land is mainly a combination of political learning and social learning,and the construction stage of public policy on housing land is mainly a combination of endogenous learning and political learning.The implementation stage of public policy on homestead is the joint effect of endogenous learning and social learning,while the evaluation and monitoring stage of public policy on homestead is dominated by political learning.However,due to the lack of first-hand materials such as meeting minutes and the insufficient amount of interviews,although many problems have been found,such as the lack of enthusiasm of grass-roots cadres in early learning,the lack of rural grass-roots organization construction,the lack of homestead withdrawal mechanism,the lack of propaganda and mobilization,the demonstration of policy promotion rather than the practical significance,the unreasonable focus of assessment,etc.,further research is needed.Based on the problems found so far,this paper raises many optimization suggestions,such as putting into great play to the enthusiasm of grassroots cadres,introducing talents to improve the collective management ability of villages,strengthening the cohesion and combination of policy tools,promoting the paid withdrawal of homestead,vigorously introducing social capital,strengthening the control of the target direction of rural revitalization policy,etc.It can also provide reference for the next round of pilot work.
