| As a basic national policy of our country,family planning policy has been implemented for nearly 40 years.One-child policy has effectively controlled the population size and improved the population quality,but it has also led to problems such as falling fertility rates,severe population ageing,deepening gender imbalances in the population and increasing the burden of pensions for a one-child family.The Central Committee of the Communist Party of China(CPC)and goverment attache great importance to the issue of population.In accordance with the changes in population development,the population and family planning law of the People’s Republic of China was amended twice to encourage couples to have three children.These policy reforms are in line with China’s current national conditions.Based on the comprehensive model developed by Sabatil and Mazermanian,this paper examines the fertility aspirations,satisfaction with the three-child policy,and needs for improvement among women of childbearing age in Changzhou,using questionnaires and interviews.The paper finds that there are three problems in the implementation of the three-child policy in Changzhou.Firstly,there are problems with the target groups for the lowering of the child-bearing desire and the postponement of the child-bearing age.Secondly,there are some problems with policy enforcement agency such as insufficient financial support,insufficient policy advocacy,insufficient integration of executive departments and personnel role transformation.Thirdly,variables outside the implementing agencies also adversely affect the implementation of the three-child policy,it includes insufficient external support,adverse effects of environmental factors on the fertility rate,the change of parenting concept,family parenting concept and female employment discrimination.The main causes of the problems in implementing the three-child policy in Changzhou were weak conception of the target group,high cost of child-rearing,lack of attention from the enforcement agencies and lack of protection for women’s rights.In the end paper puts forward three optimization countermeasures.Firstly,to popularize the new concept of fertility among the target groups,including the construction of a simple concept of fertility and parenting,the construction of a harmonious concept of family upbringing.Secondly,to improve the supporting policies of fertility,including optimizing the social security policy,optimizing the tax policy,ensuring the supply of medical resources,ensuring the supply of educational resources.Thirdly,to create social atmosphere suitable for childbearing,including enriching the ways and means of government publicity,ensuring the implementation of male holidays,protecting the employment environment for women,encouraging social support for procreation. |
