In recent years,in accordance with the decisions and deployments of the Central Committee of the Communist Party of China and the State Council,various regions have carried out in-depth efforts to reduce the homework burden and off campus training burden on students in compulsory education,and have achieved positive results.But one of the most prominent problems in compulsory education now is that the burden on primary and secondary school students is too heavy,and the problems of shortsightedness and utilitarianism have not been fundamentally solved.On the one hand,the homework burden on students is still relatively heavy;On the other hand,off campus training is still overheated.The implementation of the "double reduction" policy involves multiple interests,levels,and fields,and needs to be viewed and analyzed from a broader perspective.The implementation of the "double reduction" policy needs to reshape the education ecology under the participation of multiple entities,continuously correct policy implementation deviations,and promote the high-quality and sustainable development of basic education.This article takes Y District of Zhumadian City as a specific case study to conduct on-site investigation and analysis on the implementation of the "double reduction" policy in all public primary schools.Using a semi-structured interview method,in-depth interviews were conducted on five subjects: educational administrative personnel,teachers,parents,students,and training institution personnel.Design a survey questionnaire to investigate the implementation of primary school burden reduction policies in eight aspects: school schedule,curriculum arrangement,extracurricular life arrangement,extracurricular tutoring,homework arrangement,exam results,online teaching situation,and subjective feelings.On the basis of investigation and research,based on the Smith policy execution theory model,an analysis was conducted on the four dimensions of "idealized policy","executing agency","target group",and "policy environment".It was found that there is a certain deviation between the implementation results and goals of the "double reduction" policy for primary school students in Y district.The main reason is that the "double reduction" policy itself is a complex issue,and different entities have different understandings of policy objectives;The main body of policy implementation is sports supervision,lacking normalized management and low regulatory efficiency;The target group of policies has diverse interests,and different interest groups have different reactions to policies,passively participating in policy implementation;The external environment for policy implementation is poor,and influenced by the education evaluation system oriented towards further education,parents and society lack recognition of the policy.The reason for the deviation in the implementation of the "double reduction" policy in primary schools is that the policy results and implementation rules are not clear,and the transmission of public values is insufficient;Insufficient governance capacity of policy implementers;Seeking diversification in the interests of policy target groups and implementing policies in a roundabout manner;The current competition mechanism oriented towards further education affects policy implementation.We should combine the actual situation of Y district,improve idealized policies,clarify the public value goals of the "double reduction" policy,promote widespread support and cooperation from society,reform the existing education and evaluation system,and solve the deviation in policy implementation;Promote the improvement of the comprehensive quality of the target group of primary school students and the improvement of the policy implementation environment.The value of this study lies in exploring the efficient implementation path of the "double reduction" policy through the case study of Y district,in order to effectively reduce the burden on primary school students and cultivate new generations.
