| The Party’s 20 th National Congress comprehensively discussed the status,role and significance of rural revitalization in comprehensively building a modernized socialist country,and clearly pointed out that "the most arduous and onerous task in comprehensively building a modernized socialist country is still in the countryside." This study takes the rural revitalization strategy as the background,takes the current difficulties in the supply of rural sports public services in Huaxi District as the research object,selects some towns and villages in Huaxi District as the representative survey objects,and on the basis of clarifying the development process of rural sports public services,This paper summarizes the multi-layer reasons for the inadequate development of rural sports public services and the unbalanced development of urban and rural sports public services in Huaxi District,analyzes and studies the supply predicament of rural sports public services in Huaxi District,and puts forward suggestions on improving the supply effect of rural sports public services in Huaxi District,mainly by using a variety of research methods such as case study,interview and questionnaire.First of all,centering on the content of supply from the supply of policies and regulations,the construction of sports facilities,the supply of funds,national physique monitoring,the training of social sports instructors,the development of mass sports activities,mass sports information service and other seven aspects are elaborated,and the Huaxi District rural sports public service of the administrative supply mode and socialization supply mode are analyzed.It is concluded that rural residents’ demand for public services such as sports facilities,sports events and sports information services in Huaxi District is far from being met.The supply of rural sports public services in Huaxi District still has insufficient total sports resources,uneven distribution of urban and rural resources,imperfect sports talent team,ineffective coordination between functional departments,and poor operability of policy formulation.The number of social sports instructors is small,the level is low and the active mobilization to participate in the rural sports public service is not realistic problems.Secondly,through the induction and analysis of the current situation and dilemma of the supply of rural public sports services in Huaxi District,the main causes of the current supply dilemma are summarized as follows: The supply concept of the administrative departments keeping pace with The Times has not changed,the fragmented and homogenized services of the government are contradictory to the overall and different needs of rural residents,the financial investment is constantly increasing but still short of resources,and the slow growth of social subjects is difficult to meet the diversified governance needs.Finally,in view of the current supply predicament of rural sports public service supply in Huaxi District,this paper puts forward some countermeasures to improve the supply level: first,change the service concept,position the government supply function as "leading",and enhance the connotation value of rural sports public service;Second,improve the service effect,strengthen the construction of rural sports talents,integrate social resources,improve the ability of public service;Third,we will establish a mechanism for the coordinated and stable growth of input funds,strictly implement the government budget system,and expand the channels for providing funds.The fourth is to change from "unitary authority" to "pluralistic co-governance" to guide citizens to fully participate and actively introduce the market. |
