Study On The Optimization Path Of Rural New Public Service Supply Under The Background Of Rural Revitalization ——A Case Study Of Rural Revitalization Counties In Shaanxi Province

Since the implementation of targeted poverty alleviation and poverty alleviation strategies,basic public services in rural areas,especially poor areas,have achieved rapid development.As China enters a new historical stage,the goal of comprehensive poverty alleviation has been achieved,and the country proposes to break the urban-rural dual structure and promote the urban-rural integration process.At this time,the supply of basic public services in rural areas is facing new problems and dilemmas,and the supply strategy should be adjusted accordingly."Difference" plan clearly put forward need to be further will "rural construction" as an important task of promoting rural revitalization,and emphasis on "the basic public service system," perfect "work sharing of social governance system",to promote social justice and common prosperity,increasing people’s feeling,happiness,Therefore,in order to achieve the strategic goal of "rural revitalization",it is necessary to further strengthen the rural construction action,and the construction of rural basic public service system is the top priority of rural construction action.In this paper,the new public service theory,public choice theory,the equalization of public service theory and welfare economics as the theoretical guidance,inductive and combing the domestic and foreign scholars research on rural basic public services related,through consulting related statistical yearbook government work report in Shaanxi province to obtain the basic conditions of rural basic public service supply,Based on the typical areas of key counties for rural revitalization in Shaanxi Province,and further selected field research and interviews,the current situation of rural basic public service supply is obtained through case interview research method,and the latest information of basic public service supply is obtained.On this basis,Summarize and conclude the current situation,problems and optimization paths of basic public services in rural areas,and put forward optimization suggestions on how to improve the supply efficiency of basic public services in rural areas.The first chapter clearly defines the key concepts of this study "rural revitalization","public goods" and "public service",and analyzes the application of new public service theory,public choice theory,equalization theory of public service and welfare economics in this study.The second chapter summarizes the current situation of basic public service supply in key counties of rural revitalization in Shaanxi Province from two dimensions of policy and efficiency.The third chapter,through the research method of case analysis,compares the different aspects of basic public service supply mode,content and focus of villages and towns in the three different regions of southern Shaanxi,Guanzhong and northern Shaanxi,and further analyzes the problems of insufficient quantity and quality,low supply efficiency and mismatch between supply and demand.The fourth chapter starts with the practice and experience of the basic public service supply in foreign and domestic developed areas and analyzes its experience and enlightenment to the basic public service supply in western underdeveloped areas.The fifth chapter is based on the above analysis and deconstruction,build the basic framework model of optimizing the supply of public service,and the framework for further instructions,respectively from the financial supply,human capital,multiple subjects,network linkage,demand guidance,and assessment supervision and puts forward six dimensions of rural basic public service supply optimization path.The sixth chapter makes a comprehensive summary of the whole paper and puts forward targeted countermeasures and suggestions.
