| In the report of the 19th National Congress of the Communist Party of China,the strategy of rural revitalization was put forward,prioritizing the development of rural areas,solving the problem of absolute poverty of the Chinese nation for thousands of years,and promoting historic changes in agricultural and rural areas,thereby solving the "three rural issues".Proceeding from building a modern and powerful socialist country,we emphasize the priority to develop agricultural and rural areas,and realize the strategic deployment of the ambitious goal of comprehensively promoting rural revitalization.Historical changes have taken place.Proceeding from the overall situation of building a modern socialist country in an all-round way,it has emphasized the priority of the development of agricultural and rural areas,and has made a major deployment of comprehensive and high-quality promotion of the rural revitalization strategy.The "comprehensiveness" of promoting rural revitalization not only shows the breadth and depth of rural revitalization in the new era,but also clarifies that the main body of rural revitalization is the key to understanding and implementing this major strategic plan.As a major strategy for my country’s agricultural and rural development in the new stage of development,the comprehensive promotion of rural revitalization must focus on meeting the new needs of the broad masses of farmers for a better life,and realizing the revitalization of rural talents,industries,ecology,culture,and organizations.This research takes the rural revitalization strategy as the background of the new era,adopts a combination of qualitative and quantitative research methods,and selects the sample of Tangyin Town in Yihuang County,Jiangxi Province to conduct a systematic study to analyze the relevant concepts and theories of the grassroots public service supply mechanism.Analyze the relationship between the supply mechanism and rural revitalization,through questionnaires and field interviews,from tangible products: rural infrastructure such as rural roads and farmhouses,as well as intangible services: rural compulsory education,rural social security,In-depth investigation and analysis of rural health services and national agricultural policies have analyzed the current situation,analyze the supply status and achievements of Tangyin Town.The supply mechanism proposed an improvement plan.Through investigations,it is found that the rural basic public service supply mechanism mainly has problems such as low quantity and quality of rural basic public service supply,insufficient supply operation mechanism,poor communication between the supply body and farmers,and the lack of an effective supply decision-making mechanism.The reasons are as follows: first,the long-standing dual structure system in my country,the unequal supply of basic public services between urban and rural areas;second,the single main body of rural basic public services,and the corresponding level of institutionalization of decision-making is not high;third,the lack of effective government and farmers Interactive mechanism,the participation of farmers is not high;fourth,the performance of basic public services in rural areas lacks effective evaluation and supervision.In response to these problems,combined with the new requirements of rural revitalization in the supply of basic public services in rural areas in the new era,this article starts from constructing a coordination mechanism for multiple supply entities,constructing a sound supply mechanism for talents,constructing a multi-channel supply financing mechanism,and constructing a multi-center supply decision-making mechanism.As well as constructing a rigorous supply supervision mechanism,it puts forward feasible countermeasures to improve the rural basic public service supply mechanism,innovate the rural basic public service supply mechanism,and realize the sustainable and high-quality development of the effective supply of rural basic public services. |
