Research On The Impact Of Government Services On The Business Environment In Qiandongnan Prefectur

In the new era of China’s transition to high-quality economic development,the business environment is rapidly becoming a key factor in driving the reform process and is highly valued by the Party and the government.A good business environment is a key breakthrough for local governments to enhance regional strength,and local governments play an indispensable role in optimizing the business environment.This paper compares the current situation of the business environment in Guizhou Province and finds significant regional differences,and it is necessary to explore the determinants behind these differences.Therefore,supported by the New Public Service Theory,this paper logically analyzes ways to improve the efficiency of government services and explores the impact of local government actions on the business environment.As a result of the analysis,the following hypotheses are proposed: first,the effectiveness of government services is positively correlated with the business environment;second,the greater the government intervention the greater the negative impact on the business environment.Based on the theoretical analysis,this paper selects panel data from 2019-2020 and empirically analyzes the impact of government service efficiency on the business environment using an individual fixed-effects model.The research results show that improving government services has a positive impact on the business environment,and with the gradual increase of control variables,the correlation between business and business environment can be found to change toward a more significant positive correlation gradually.The conclusion indicates that in the current context of developing socialist market economy and focusing on optimizing the business environment,with the improvement of the efficiency of local government government services,the optimization of the business environment can be effectively promoted.Hypothesis one is verified: the greater the efficiency improvement of government services,the better the business environment.Second,in the model,the coefficient of government intervention variable on business environment is not significant,indicating that local government intervention in the economy has no significant effect on business environment.Therefore,the hypothesis two that government intervention and control will be detrimental to the development of a good business environment is not supported.Therefore,the statement of New Public Service Theory that "the primary responsibility of public administrators is not control or incentive use but service" is flawed and can be optimized as "public administration officials should control or use incentives appropriately in the administrative governance process,and the primary task is to improve service awareness.".Finally,this paper puts forward feasible suggestions for improving the efficiency of government services to improve and optimize the business environment from the following aspects:(1)clarify the concept of reform and put the people at the center;(2)improve the service capacity and seamlessly connect online and offline;(3)transform government functions to enable collaborative services;and(4)optimize the institutional environment for reform.
