Government Services In The Construction Of Business Environment In Huai’an City Problems And Countermeasures Research

In order to create a favorable business environment,local governments at all levels have taken measures to optimize the business environment,reform government services and stimulate economic development.Huai’an is an important central city in northern Jiangsu Province.How to make Huai’an’s administrative services better,optimize the business environment and attract foreign investment is the goal of Huai’an government’s efforts and practices.This thesis takes Huai’an administrative services as the research object,examines the current situation and problems,takes the optimization of business environment as the perspective,refers to the theories of new public service,government control theory,digital government,etc.Based on the use of questionnaires,questionnaires,comparative research method,literature analysis and other methods,the main work is as follows:(1)Analysis of problems and causes in Huai’an administrative services,problems include poor quality of personnel and Service consciousness is weak;joint examination and joint office does not cooperate,synchronous approval is not standardized;regulatory functions are not clear,work coordination is not smooth;the idea of rights is not eliminated,the implementation of the system is not in place;the project is not completely stationed,the window is not fully authorized,etc.Reasons include weak awareness of service to the people;leading departments do not delegate power;management system is not sound;more major approval links;high administrative licensing requirements;(2)this thesis cites the experience of Shanghai Putuo District and Nanjing City,Xuzhou City government services,Shanghai Putuo District for the Yangtze River Delta important investment achievement showcase,Nanjing City as the capital city of Jiangsu Province,Xuzhou City as a more developed economic region in northern Jiangsu Province,their advanced Their advanced management concepts of government services and the creation of a quality business environment give Huai’an references and lessons.(3)The strategy of government services under the optimization of business environment in Huai’an City,including the establishment of talent training mechanism to improve service quality,relying on the construction of digital government to enhance departmental linkage,the establishment of audit and supervision linkage mechanism to implement management supervision,optimization of the approval process to shorten the approval time,and innovative service reform to achieve non-meeting approval.This thesis takes Huai’an city as the investigation object,and studies the problems and countermeasures of government services in the construction of business environment,so as to provide some theoretical reference for the economic development of other third-tier cities in China,which has some theoretical significance.At the same time,it has practical significance to provide Huai’an government with some suggestions to improve the business environment.
