Research On Digital Technology Empowering Fine Governance Of Urban Super-large Communitie

Community is the basic space carrier of urban cells and residents’ life,and is the most sensitive nerve endings of grassroots social governance.For a long time,the conflict between the complexity of super-large communities and the fine governance has been the pain point and difficulty of grassroots social governance.In the context of Chinese-style modernization,emerging technologies represented by big data,cloud computing,block chain,artificial intelligence and 5G provide important technical support for urban mega-community governance and drive the transformation of mega-community governance.Based on this,from the perspective of digital technology empowerment and on the basis of technology embedding and fine governance theory,this paper takes Huaguoyuan super-large community as the case object,uses field investigation method and case study method to analyze the specific measures,practical experience and effects of fine governance of digital technology enabling Huaguoyuan community,further discusses its mechanism of action,bottleneck obstacles and puts forward the way of action.It is found that digital technology,as a new production factor and governance tool,builds a comprehensive governance platform of community network through enabling governance to "network" and overall management.Enabling governance in "wisdom",cross-border integration,development of community intelligent technology application;Enabling governance to "people",pluralistic co-governance,and building a pluralistic co-governance pattern in communities;Enabling governance in "number",digital governance,tamping the digital base of community governance and other measures to enable Huaguoyuan community fine governance;And obtain accurate positioning,clear the rights and responsibilities of multiple subjects in the community;Accurate identification,improve the quality of community public services;Precise docking and optimization of long-term community governance mechanism;Elaborate overall planning to promote community resources integration and sharing;Precise policies are adopted to promote the effectiveness of targeted and efficient treatment in communities.It is further discussed and found that digital technology empowers Huaguoyuan communities from three levels: structure empowers,resource empowers and subject empowers.Specifically,it shows that the governance structure empowers with holistic intellectual governance,grid governance and multiple co-governance.Empower the governance resources of digital facilities,digital platforms and digital products;Enabling the governance subject with technology empowering,technology empowering and technology crediting highlights the internal mechanism of the fine governance of the orchard community with technology empowering.In the practice study,it is found that digital technology in the process of enabling the fine governance of orchard community is faced with the bottleneck obstacles such as concept lag,lack of system,weak technology,lack of talents,so we should establish a new community governance concept from the concept.Improve the system and mechanism of community governance from the system;Enhance community fine governance ability technically;Enhance the level of community digital literacy in terms of talents,so as to comprehensively promote the fine governance of super-large communities empowered by digital technology.This conforms to the policy requirements of "technology support" proposed by the construction of social governance community,and also coupled with the internal needs of governance transformation and reform of super-large communities in the digital era.
