Research On The Functions,Predicaments And Countermeasures Of The Construction Of Basic Party Organizations In Community Governance

In the report of the 19 th National Congress of the Communist Party of China,it is clearly pointed out that the construction of the department of community governance should be continuously strengthened,and the focus of social governance should gradually shift to the grass-roots level,so that the role of social organizations can be fully played,so that the government governance,the residents self-governance,and the social adjustment can have better interaction,in order to build a co-governance and sharing of social governance pattern.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China "Upholding and Improving Socialism with Chinese Characteristics and Modernizing the State Governance System and Capacity" puts forward higher requirements on community governance capabilities.Among them,the party’s grassroots organizations have played a positive leading role in guiding,rallying and bonding the Party.And the new era has put forward higher innovation requirements for primary-level Party organizations.In the above context,and based on uniqueness and practice of the rapid development of the city and economic development in Yancheng High-tech Zone,years’ experience of organizational and talents and related theoretical studies,and the multiple Comprehensive research of governance theory,and Modernization of national governance,the author has keenly sensed that grassroots party organizations has a strong and stable role in community governance.The thesis foucuses on the status quo of the grassroots party’s function in the government of Yancheng High-tech Zone,and by the analysis of data,it is noted that the dilenmma of the grassroots party’s function and innovatively proposes countermeasure of optimizing the grassroots party building to lead the innovation of community governance.Taking the work practice of Yancheng High-tech Zone as the background,and on the basis of theoretical research,the author uses literature studying,investigating,interviewing,case-analyzing and other research methods to study and analyze the function grassroots party organizations in the community governance.It is found that the insufficient community organization in Yancheng High-tech Zone,constraints on traditional party building concepts,poor work results,lagging technical levels,and insufficient use of community resources have restricted the function of grassroots party building.Since then,the author found that the uncoordinated system and mechanism made the community party building work difficult,and the lack of innovation awareness led to outdated grassroots party building ideas and mechanisms,weak autonomous organization capabilities,weak community governance foundations,and other content are the main factors restricting the function of grassroots party building.On the basis of understanding the current situation,problems and analyzing the reasons,the author puts forward innovative ideas from two aspects of theory and technology according to the actual development of the high-tech zone.In terms of theory,it is essential to focus on transforming the concepts of traditional grassroots party building,the operation models of grassroots party building,and setting up the related guarantee mechanisms.In terms of technology,it is necessary to strengthen the organization and construction of the grassroots party building team,promote the application of grassroots party building e-government affairs,meet the diverse needs of the people in multiple ways,and create a harmonious grassroots party building work pattern to provide ideas for community governance and workers in Yancheng High-tech Zone.
