Research On The Mobilization Strategy Of Village Cadres In The Action Of Rural Human Settlement Environment Improvement

In recent years,in order to revitalize the countryside and improve the rural living environment,the state has issued many policy documents and proposed the "Three-year Action Plan for Rural Human Settlement Improvement",which requires all parts of the country to actively improve and improve the rural living environment.Under the impetus of national power,governments at all levels have issued corresponding policy documents to promote the process of remediation of rural human settlements.This research mainly analyzes how the village cadres can promote the implementation of the will of the state in rural society in the context of the country’s vigorous efforts to improve the rural human settlement environment? In order to mobilize the villagers to participate,what mobilization strategies have the village cadres adopted? Why do village cadres adopt these mobilization strategies? Why are these mobilization strategies successful? Based on the above-mentioned problems,this study takes the special action of “ Renovation and Improvement of Human Settlements ” in Village H as an example to describe the mobilization strategies adopted by villagers in the process of mobilizing villagers to participate in the improvement of human settlements.The operation process of rural society,and then analyze the reasons why and why village cadres should adopt different mobilization strategies.The study found that when village cadres mobilized villagers,the mobilization strategies adopted mainly included "political guidance","interest temptation","rule restraint" and "ethical persuasion" that were carried out by relying on formal systems,and some were based on informal systems such as " The "feeling card" and "face oppression" can be carried out by resources such as human relations,"face" and so on.Finally,from the perspective of the relationship between the state and society,this study found that under the influence of the rural social field,the actions of the village cadres mainly follow two principles,namely,relative obedience to the superior and absolute responsibility to the lower.On the one hand,the village cadres As an agent of state power,one must implement the will of the state,follow the guidance of the township government,and complete the necessary administrative tasks;on the other hand,as the protector of the village ’ s interests,village cadres must seek a balance of interests between the state and rural society.Pay attention to protecting the overall interests of the village.In the specific mobilization process,the village cadres choose different mobilization strategies in the face of different villagers,which are determined by the specific mobilization scenarios and the mobilization resources owned by the village cadres.Because village cadres control most of the power resources of rural society,they can adopt mobilization strategies that rely on formal systems such as “political guidance,”“interest temptation,”“rule restraint,” and“ethical advice”;and because village cadres are “native and native” People from the villages who have “human sentiment” and “face” resources,and can adopt informal systems such as “playing emotional cards” and “face oppression” based on the villagers’ “local logic of human sentiment orientation”.Mobilization strategy.
