| In recent years,the aging of fewer children has not been significantly improved because of the opening of the birth policy.At the end of May 2021,the country will open a comprehensive three child policy.As the main body of childbearing responsibility,the introduction of the three-child policy will undoubtedly have a serious impact on their career.How to provide better laws,regulations,rules and policies for women in childbearing period to protect women’s reproductive rights,improve the employment rights and interests’ protection policies related to female workers’ childbearing,and encourage more women to actively respond to the current national fertility policy to have three children is a realistic and prominent problem facing governments at all levels.The implementation effect of the fertility policy is so unsatisfactory that people have to consider whether the implementation effect is not good because the relevant fertility rights and interests protection policy has not been implemented in place in the process of the implementation of maternity protection.Through research and collation,this paper finds that although the protection policy for women’s reproductive rights in Shanghai is superior to the national policy in some aspects,there are still the following problems in the implementation and implementation of the policy: a few women workers’ reproductive rights and interests are not protected,women’s physical health facilities are lacking,some units lack the consciousness of protecting women workers’ rights and interests according to law,and women workers’ awareness of relevant laws and policies is low,and their awareness of rights protection is weak.This research mainly uses the employment discrimination theory and the incentive compatibility theory to analyze the main problems existing in the female reproductive rights protection policy;Through multi-dimensional cross comparison of enterprises with different natures and different age groups,it is found that different industries suffer from different degrees of discrimination,and age is also a major factor affecting discrimination in occupations.Finally,combined with the relevant theories of public policy evaluation,an evaluation model with four standard levels of government,society,family and individual is constructed for the effect of policy implementation,by comparing and analyzing the weight of each indicator in its indicator layer with the problems,it is found that the important indicators coincide with the main problems.In order to solve these problems,this paper proposes the following optimization countermeasures:improve fertility related policies,protect women’s fertility related rights and interests,enhance and strengthen public service policies,reduce women’s worries about childbirth,carry out joint supervision of rights and interests’ protection and strengthen publicity of women’s fertility rights and interests’ protection policies. |
